SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction develops, implements, and coordinates waste reduction programs, projects, and initiatives, with priority to systemwide waste reduction, recycling, food recovery, composting programs, and related grant administration, and contract management. Supervises and directs staff in work related to waste reduction. Plans and manages assigned programs and projects within the scope of the Division of Sustainability and Compliance (DSC), Board of Education Policy ECA, Sustainability, and Montgomery County¿s Climate Action Plan. Coordinates and collaborates with appropriate county agencies, MCPS schools, central offices, student groups, community interest groups, and supporting organizations. Develops waste reduction, recycling, food recovery, and composting multi-year plans, including program awareness, and compliance training. Under direction, assists with other DSC programs and projects, such as, but not limited to energy conservation, environmental stewardship, and pilot projects.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of waste reduction practices, including: recycling, food recovery and composting procedures. Extensive understanding of Board of Education Policy ECA, Sustainability; Montgomery County requirements such as Executive Regulation 1-15, Montgomery County Bill 28-16, and the Montgomery County Climate Action Plan regarding waste reduction and conservation of natural resources. Experience in contract preparation and analysis, grant writing and administrations, program planning, business operations improvement processes, training development, presentation delivery, and report preparation. Ability to collect and analyze data; prepare reports for technical and lay audiences; prepare correspondence, memorandums, training materials, and manuals; develop and produce written outreach materials and correspondence; and perform data analyses to identify trends, motivation/incentive award programs, and develop strategies resulting in improved performance. The successful applicant will possess strong analytic and problem-solving skills, and must have exceptional customer service skills. Excellent interpersonal skills and the ability to work with parents, staff and officials on a wide range of waste reduction projects. Ability to adapt quickly to change, to handle matters with tact, take direction, multi-task, work in a fast-paced environment and follow detailed procedures and direction. The applicant should also possess excellent written and oral communication skills. General administrative duties are required, and attention to administrative detail required. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor¿s degree required. College major in environmental studies or a related field. Three to five years¿ experience in waste reduction, recycling or solid waste management. Strong oral, written, instructional, interpersonal, and organizational skills. Experience in supervision and working collaboratively as part of a team and leading and coordinating training events, including presentations. Experience in Microsoft Office, Google Suite, and other applicable software, office products and updating web sites. Other combinations of applicable education, training, and experience equivalent to a Bachelor¿s degree, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland State Noncommercial Class C (or equivalent) driver's license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Occasional work in dirty, dusty, and uncomfortable conditions. Ability to sit, stand, walk, or climb; Ability to lift up to 50 pounds and/or carry up to 25 lbs.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening meetings and/or presentations and evening school site visits. Use of personal vehicle.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Works with procurement staff to refine bids and contracts to insure cost effectiveness and the delivery of effective customer service.
2. Assists in the preparation of Request for Proposal (RFP) for contractual services including conducting bid evaluations.
3. Administers recycling and waste minimization contractual services including scheduling, coordination of services.
4. Develops, implements and manages waste reduction programs, including recycling, food recovery, composting, and other programs to improve participation and performance.
5. Supervises staff in work related to waste reduction.
6. Manages recycling services and recycling supplies account budgets and assists in preparing annual budget requests.
7. Works with and provides resources, guidance, and support to several student led groups, including the Student Climate Action Council.
8. Coordinates program infrastructure upgrades, changes, and improvements, and manages budgetary expenditures.
9. Applies for and administers/manages MSDE School Waste and Composting Grant.
10. Develops systemwide supports to maintain compliance with Montgomery County Executive Regulation 1-15, Board of Education Policy ECA, Sustainability, and the County Climate Action Plan.
11. Analyzes and prepares data for MCPS, state and local government reports and division webpage.
12. Completes and submits required Annual Business Recycling and semi-annual Waste Hauling reports to the Montgomery County Department of Environmental Protection.
13. Conducts and schedules school site visits, including evenings.
14. Attends and presents to committees, school, and community groups (days and evenings).
15. Manages waste reduction, recycling, food recovery and composting infrastructure and hauling vendor coordination, including assessments and revisions of procedures.
16. Utilizes Asset Essentials or other workorder management system to coordinate services, infrastructure and vendor pick- ups/deliveries.
17. Identifies and implements strategies to encourage in-school staff and students to participate actively in waste reduction, recycling, composting, and food recovery programs.
18. Identifies training and resource needs to maximize participation in waste reduction, recycling, composting, and food recovery programs.
19. Develops written and electronic materials and presentations to improve waste reduction, recycling, composting, and food recovery programs.
20. Develops and implements plans, process improvements, and incentive programs to increase recycling percentages to meet or exceed county and state regulations.
21. Tracks customer response and program performance using relevant databases and spreadsheets.
22. Identifies strategies for providing special assistance to schools with high enrollment and community use or low performing schools in waste reduction, recycling, food recovery and composting programs.
23. Researches topics, environmental impact and benefits, opportunities, costs and procedures on matters relating to waste reduction, recycling, food recovery and composting.
24. Responds to school and facility waste reduction recycling, food recovery and composting concerns positively and constructively, including site visits.
25. Supports DSC in-school programs through outreach and infrastructure coordination.
26. Supports and assists division team leaders and staff, as needed.
27. And other duties as assigned.
