Capital Improvements Project Coordinator

WORKING TITLE: Capital Improvements Project Coordinator GRADE: 20 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction develops scope of work and specifications, reviews architectural/engineering drawings and specifications; plans, schedules, coordinates, inspects and monitors contractor for compliance with contractual agreements and code requirements pertaining to project. Inspects MCPS facilities to identify specific projects for capital improvements based on life cycles. Develops bid specifications, researches and tests products and procedures, recommends contract award, coordinates and monitors contractor's performance and compliance with specifications and drawings, verifies accuracy and approves payment. Strong project management skills and techniques are essential for successful execution of projects.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of approved methods, practices, procedures and tools of the construction& maintenance trades. Thorough knowledge of contracting procedures. Considerable knowledge of occupational hazards involved in the construction & maintenance trades. Knowledge of the procurement process for MCPS, County and State requirements for bid specifications. Ability to read and interpret building plans and drawings; ability to develop working bids for new or replacement items in facilities; ability to maintain accurate records and detailed documentation. Extensive knowledge in applicable laws, codes and regulations. Good communication and human relations skills. Ability to work with students, teachers and school leadership staff. Proficient computer skills in Outlook, Word, Excel and Maximo or similar programs. Ability to work with contractors, students, teachers and school leadership staff demonstrating these core competencies described in the Supporting Services Professional Growth System: commitment to students, knowledge of job, professionalism, interpersonal, communication and organization skills, and problem solving competencies.
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required or relevant master trade license. Considerable experience in the various trades. Five or more years experience in the performance of a variety of skilled work in one or more of the trades and 3 or more years supervisory experience in a lead or supervisory capacity. Five or more years experience coordinating projects with MCPS personnel and outside companies and agencies. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Valid Driver¿s License, preferred trade license/certification.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to move heavy objects, to perform work requiring moderate physical exertion and to carry out inspection activities.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent overtime or night work may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans, schedules and coordinates contractual agreements for maintenance replacement projects.

Monitors, evaluates and inspects projects on a daily basis or as needed to ensure compliance with contractual bid specifications and completion of projects.

Maintains records of job time and materials; maintains purchase records; reviews time records and verifies accuracy.

Works with contractors, schools and all appropriate parties to ensure work meets specifications and to resolve any issues.

Projects include replacement of interior bleachers, exterior grandstands, operable folding walls, emergency generators, flooring installations, asbestos abatements, door and window replacements, gym floor replacements, elevators, kitchen equipment, walk-in freezers and refrigerators, roof replacements, and/or electronic component replacements.

Approves contractors' invoices for payment.

Develops technical bid specifications for replacement items.

Meets with contractors for pre-bid specifications in bid documents.

Ensures proper and timely completion of work and work orders.

Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
