SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, responsible for one or more administrative programs/areas of the Department of Transportation (DOT) Safety and Training Unit. Develops and administers training curriculum and material for the DOT bus attendant and operator training program. Trains school bus attendants/operators and non-departmental personnel as needed in safe vehicle operation and all other aspects of position responsibilities. Trains Safety Trainer I with necessary skills and knowledge to become effective trainers. Maintains records in accordance with Maryland Vehicle Administration (MVA) regulations. Evaluates bus attendant/operator performance and makes elevated decisions regarding the continuance of training insuring appropriate documentation.. Provides classroom instruction in defensive driving techniques and safety related subjects. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Classroom instruction requires sustained standing/walking in a classroom environment. Behind-the-wheel training and license examinations require sustained standing/walking in an outdoor environment in all weather conditions. Sustained sitting may be required when instructing or observing bus operators, attendants, other staff. Special Requirements: None
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of student transportation system and school bus attendant/operator duties and requirements. Considerable skill providing training to school bus attendants/operators and provide supervision and direction to safety trainer I. Strong working knowledge of requirements for local and state school bus driver and other commercial class vehicle driver licensing and certification and related school personnel and transportation policies and regulations. Strong communication, reading and writing skills and ability to understand and carry out written and oral instructions. Ability to effectively create and facilitate classroom trainings and presentations. Ability to use office software such as Word, Excel, Power Point or other presentation or instructional platforms. Ability to read and follow a road map. Excellent human relations skills. Knowledge of or the ability to quickly learn and meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS). Supervisory experience preferred.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: High school diploma or GED required. Three years satisfactory service as a school bus operator required. Three years satisfactory experience as a Trainer preferred. Coursework in transportation, management, or other related field desirable. Experience in public speaking and facilitating trainings and presentations in classrooms or other settings. Considerable knowledge in creating and working with instructional materials, utilizing virtual learning settings, and excellent interpersonal skills preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Supervisory experience preferredCERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland State Commercial Class B driver's license (or equivalent) with air brake, passenger, and school bus endorsements. Completion of MSDE classroom teaching course and Completion of MVA examiners course for certified testers are required within one year of hire. Behind-the-Wheel certification required within six months of hire.

DUTIES AND RESPONSIBILITIES:

Recommends and documents whether bus operator and attendant candidates can continue training based on performance.Develops training curriculum, instructional and testing materials, and documents as needed.Facilitates training classes and presentations; and maintains training materials to adhere to local, state, and federal laws and regulations.Conducts Behind-the-wheel evaluations for Department of Transportation staff. Prepares written evaluations of performance.Assesses bus operator’s ability to safely navigate a bus route and may recommend the adjustment to bus stop locations, to improve safety.Instructs operators and attendants in safe driving techniques, proper equipment usage and maintenance, and school system, local, state, and federal regulations.Manages administrative responsibilities including but not limited to accident investigation, training, scheduling and procedures, and acts as liaison with external partners such as MVA MSDE.Maintains MVA records according to Maryland State Department of Education requirements.Delegates work assignments or provides direction to safety trainer I.Operates buses and cover bus routes as required.Performs related work as required.
