Automotive Technician II, Facilities Specialist

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Assistant Director and Fleet Maintenance Management, helps plan, develop, coordinate and implement programs to establish, maintain, and or improve facility/ work conditions for all Department of Transportation (DOT) facilities. Has the immediate responsibility for the management of the DOT building operations, property and grounds. Develops and administers training in accordance with state, federal, local and school¿s system regulations for transportation personnel. Assists with the development of standards and guidelines for staff activities; and helps train and develop staff on facility management and coordination of special projects for DOT facilities and DOT maintained vehicles. Operates as a mobile maintenance technician for all DOT facilities. Leads key facility initiatives through evaluation, design and implementation methods resulting in various one-off building projects. Work involves responsibility for performing a variety of electrical tasks in accordance with standard practices of the electrical trade. Maintains open, transparent and positive communication regarding all aspects of facility management, vehicle maintenance and safety with fleet management, operations team, repair technicians, and drivers.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Advanced knowledge of methods, materials, and practices used in building service work. Operates and maintains custodial and grounds care equipment including automatic scrubbers, burnishers, snow blowers and hydraulic lift; uses personal protective equipment and other safety tools and practices; manages human and material resources to ensure quality service and a safe environment; general understanding of common construction trades, such as, electrical, framing, drywall and painting, plumbing, small equipment repair, etc.\; working knowledge of the safe efficient procedures for operating central heating plants and the ability to make minor adjustments and service repairs to the equipment; possesses advanced knowledge of emergency response procedures, including code red/blue, fire code regulations, inclement weather procedures, etc; skilled to train, assign, supervise, and inspect work of subordinates; ability to maintain records of time and materials, and to prepare routine reports, records, evaluations; utilizes computer technology to order supplies and equipment, process maintenance work orders, communicate with administrators and other staff to effectively manage school operations; good human relations and communication skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS). Ability to work efficiently with all DOT staff at all MCPS garages and provide technical advice/expertise. Possesses excellent oral and written communications and be able to positivity and effectively communicate with all customers.
EDUCATION, TRAINING, AND EXPERIENCE: High school diploma or GED required. Automotive Technical Certification and/or Associates degree preferred. Five years or more experience in the field of automotive repair, facility management, and/or professional management experience. Additional certified training in facility management, transportation, management or other related field desirable. Other combinations of applicable education, training and experience which provide the knowledge, abilities and skills to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid State of Maryland Class B commercial drivers license, with air brake, passenger, and school bus endorsements. Ability to obtain PASS UST Operator Class B certification within 6 months of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Sufficient physical strength and stamina to lift objects up to 100 lbs.; stand for extended periods of time, and complete work requiring considerable physical exertion. Exposure to inclement weather is possible
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Considerable additional hours required during weather and other emergencies. Possession of a complete set of truck, bus, and automotive mechanic tools, including safety glasses and hearing protection that are appropriate to perform job assignments is required. Steel-toe work boots or shoes are required to be worn while on duty. May be required to attend training courses/programs in order to learn new equipment and repair procedures, update skills, as needed.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assigns and supervises the work of building service personnel and assists in the cleaning and general upkeep of DOT transportation facilities.

Inspects transportation buildings and grounds to assure continuance of: acceptable standards of cleanliness and sanitation.

Identifies and submits work order request for needed repairs or makes emergency repairs and/or adjustments where possible.

Work with MCPS staff, as well as outside vendors, to evaluate, design and build special projects

Lead equipment trainer for all DOT facility repair equipment. Work with vendors to source proper PPE and training certifications.

Advises staff on the efficient and productive use of materials and manpower by instructing employees in the proper use of time, supplies and equipment.

Serves as a mobile maintenance technician for all DOT facilities.

Repairs or replaces defective switches, outlets, and incandescent and fluorescent light fixtures; Inspects and repairs defective wiring.

Department liaison to Division Maintenance Operations (DMO).

Coordinate work on special projects for DOT maintained vehicles.

Requisitions and distributes supplies.

Documents and reports employees' work hours.

Evaluates work performance of staff subordinates.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
