Transportation Assistant Supervisor

WORKING TITLE: Transportation Assistant Supervisor GRADE: 20 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists in the overall coordination of pupil transportation arrangements, including routes for special and alternative education pupils; investigates complaints and responds to inquiries, Responsible for control and supervision of the MCPS Department of Transportation (DOT) random drug testing program. Compiles fiscal and statistical cost analysis; Projects transportation cost for federal and county programs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the scheduling, routing, and safe operation of school buses and other related activities. Working knowledge of special education programs in the school system including: Office of Special Education and Student Services (OSESS) processes, structure, and terminology; and other special education departmental programs. Knowledge of transportation budgeting and accounting processes. Thorough knowledge of MCPS and Federal drug testing laws, procedures, and programs. Ability to oversee and supervise staff to ensure compliance with MCPS random drug testing program Ability to establish rapport, deal courteously and effectively with and maintain harmonious relations with school officials, parents, bus operators, and others. Knowledge of MCPS policies and procedures relating to special and alternative education pupil transportation. Thorough understanding of MCPS special education programs and associated student abilities/needs across programs. Ability to resolve school transportation problems on a timely basis. Ability to project transportation costs.. Knowledge of Windows operating system and MS Office software and the ability to instruct staff in the use of the software. Excellent oral and written communications and human relations skills. Ability to follow directions. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors degree preferred. College coursework in transportation, management, accounting, business administration, and supervisory techniques. Considerable progressively responsible experience in identifying alternative transportation for special education students. Considerable experience supervising office staff. Considerable experience in managing a budget. Training in the use of Financial Management System (FMS). Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered, and which include formal coursework in transportation, management, and supervision.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manage MCPS DOT Drug and Alcohol Testing Program
Supervise and provide assignments to DOT team members.
Schedule on-site drug/alcohol testing ensuring Federal guidelines are met.
Manage Homeless and Foster student transportation, provide program cost analysis and prepare financial reports for billing.
Receive, investigate 504s, Medical, and Medical-IEP STAR forms. Notify appropriate staff when service ends.
Set up ParaMed service, communicating with ParaMed associates and parents. Review weekly invoice and prepare payment requests.
Receive and review parent requests for out of state air travel and mileage reimbursement, verify attendance and request payment.
Manage Out of Area Service for Day Care Facilities prepares and distributes informational packet to day care facilities, provide cost estimate and contract for management approval. Provide billing information to accounts receivable specialist to generate invoice.
Oversee the summer Application/Bid process and provide a list of successful bidders to Investigations Specialist for use in random drug and alcohol testing procedures.
Oversee all aspects of the Local Revenue Based Summer School Programs.
Oversee all red light and speed camera citations, research operators and receipt of payments as necessary.
Manage office payroll
Investigates, assesses, recommends and responds to inquiries and complaints from transportation staff and stakeholders including parents and school administrators regarding transportation operation and safety.
Assesses need for, plans, creates, coordinates and evaluates communication strategies and channels to communications to transportation employees and other stakeholders.
Performs related work as required.
