SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for all elements of school transportation services in an assigned depot location. Work of the class involves responsibility for. establishing and revising bus schedules and routes which satisfy the needs of both the schools and the community. Major responsibilities include road supervision of bus route supervisors and bus operators and working with principals in the coordination of bus schedules to meet transportation needs of the schools' programs in an assigned area. Nature of work involves regular observance of bus operations for adherence to safety standards and prescribed schedules.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the scheduling, routing, inspection and safe operation of school buses. Knowledge of the maintenance and repair of school buses. Thorough knowledge of the street and road system in the geographic area of assignment. Ability to maintain an effective school transportation services program in an assigned area, including the planning and supervising of bus routes and schedules. Ability to resolve school transportation problems on a timely bass and to courteously and effectively deal with school officials, parents, and others. Ability to supervise a large number of employees. Excellent oral and written communications and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Considerable progressively responsible experience in the scheduling, routing, inspection and operation of school transportation programs or similar fleet transportation systems. Other combinations of education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Eligibility for Assistant School Transportation Supervisor certification by the State of Maryland and possession of a valid Maryland class B CDL (with passenger and air brake endorsement) motor vehicle license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to handle stressful situations.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must be willing to work irregular hours during emergencies.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Ensures the smooth and efficient operation of all elements of depot transportation services.

2. Establishes and revises routes and schedules for buses serving schools; meets with principal and/or parents and other public groups to solve problems.

3. Ensures prompt investigation of pupil disciplinary problems, personally handling the more serious problems, and takes or recommends action to eliminate such problems.

4. Regularly observes bus route supervisors and bus operators within area, insuring conformity to safe driving practices, established routes, and prescribed schedules; participates in bus inspections as required; handles the more serious problems/concems of bus route supervisors and bus operators.

5. As needed, holds meetings with bus route supervisors and bus operators for such purposes as safety briefings, schedule or route changes, and resolving problems at one or more schools.

6. Meets with other members of the transportation division staff for problem-solving and planning purposes.

7. Reviews and forwards all reports and summaries prepared by bus operators; is responsible for preparation of payroll data; completes required reports as necessary.

8. Coordinates with schools and central offices, outside agencies and others to improve safety, efficiency, and economy of transportation services.

9. Investigates accidents and makes recommendations regarding responsibility of operators; may serve as a member of a committee to make findings regarding operator responsibility for accidents.

10. Ensures adherence to MCPS and state mandated safety requirements and procedures.11. May operate a school bus in unusual or emergency situations.

12. Is responsible for ensuring that all employees in their area of responsibility maintain the COMAR requirements each year.

13. Prepares and executes two meetings yearly with all depot transportation personnel (August and January).

14. Coordinates and participates in public meetings regarding transportation information, such as PTA and community meetings.15. Performs other public relation duties.

16. Serves as a human relations specialist, handling conflicts with bus operators/attendants, school staff, parents, students, etc.

17. Organizes and oversees bus evacuation drills and bus inspection. Is responsible for monthly in-service safety meetings for bus operators and attendants, school safety assemblies at designated schools, annual bus route reviews and investigations of unsafe route conditions.

18. Maintains road and bridge safety inspections and checks railroad crossing areas.

19. Serves as a member of the Inclement Weather Team.

20. Participates in Accident Review Board hearings.

21. Maintains liaison with Montgomery County Police Safety Patrol Coordinator.

22. Reviews new school sites for traffic signs and conducts overall safety review with Montgomery County Traffic Engineering Division.

23. Is responsive to community safety concerns; editorializes monthly safety newsletter.

24. Responsible for evaluating walk and ride areas near schools and examining bus stop and walking areas for unsafe conditions.

25. Performs related work as required.
