Transportation Cluster Manager

WORKING TITLE: Transportation Cluster Manager GRADE: 19 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, is responsible for supervising the bus route supervisor team and daily bus route operations for an assigned cluster(s). Participates in managing the day-to-day operations of an assigned depot. Supervises the cluster management team to include, recruiting, staffing, evaluating, developing and recognizing. Takes responsibility for overall team and individual team member performance. On a rotating basis, may function as department-wide night duty manager.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the local street and road system. Knowledge of traffic and highway safety rules and regulations, and of the precautions necessary to avoid accidents. Knowledge of the laws, rules, regulations, policies and guides that govern school transportation. Knowledge of bus route coordination and dispatching. Ability to plan and supervise the work of others and to effectively coordinate the completion of regularly assigned bus routes. Ability to instruct bus operators in the safe operation of buses and to implement safe driving practices and procedures. Ability to maintain records and complete reports. Ability to operate a school bus in the safe and efficient transportation of children. Ability to supervise a large number of employees. Ability to develop bus schedules. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High school diploma or GED required. College courses in transportation, management, or other related field desirable. Experience as a school bus operator, Bus route dispatching, coordination, or supervision experience preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of or ability to obtain a Maryland Class B Commercial Driver¿s License (air brake, passenger and school bus endorsements), or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to handle stressful situations.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must be willing to work irregular hours during peak periods and emergencies. Must maintain certification as a Maryland school bus operator.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Communicates with principals, staff, students and communities for assigned set of clusters to resolve problems, address student issues, review route timing, etc.

2. Manages the relationship with the school.

3. Facilitates relationships between principals and staff with drivers/attendants.

4. Visits schools weekly to partner with Principal and address issues.

5. Presents at Quad Cluster Meetings, monthly principal meetings, etc. to update, share information.

6. Assigns and checks bus times upon arrival and departure at the depot and schools.

7. Maintains an on-the-road presence at all assigned schools and service areas in the assigned set of clusters.

8. Fosters positive relationship with the schools and communities.

9. Implements best practices to ensure operational efficiencies in the assigned set of clusters.

10. Ensures that all safety standards/requirements are met in assigned set of clusters.

11. Implements school bus evacuation drills.

12. Participates on the Depot Leadership Team, Schools Safety Teams, etc.

13. Coordinates bus inspections.
14. Establishes and revises bus schedules and routes.

15. Writes, reviews and submits reports for assigned set of clusters.

16. Investigates accidents and makes recommendations regarding preventability.

17. Meets with cluster staff as required and conducts meetings as needed.

18. Participates in community meetings and represents the best interests of the students, DOT and all stakeholders.
19. Reviews new school sites for traffic signs and participates in school safety reviews.

20. Dispatches when necessary.

21. Performs related work as required.
