Transportation Assignment Specialist

WORKING TITLE: Transportation Assignment Specialist GRADE: 20 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction, performs skilled and specialized work managing transportation personnel assignments, data, and placements. Works closely with department administrators to monitor and resolve issues impacting the department's use and assignment of workforce. Assembles data relative to various phases of leave and union procedures. Prepares statistical and other reports. Supervises the Transportation Assignment Unit and staff assigned to the unit. Work of the class involves responsibility for the transportation centralized bid process and employee hour assessments.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) policies and procedures. Knowledge of MCPS and state mandated COMAR requirements and procedures. Ability to analyze employee issues and to recommend or implement corrective actions. Ability to maintain accurate databases. Ability to deal courteously and effectively with transportation staff, school officials, parents, and others. Ability to supervise others. Ability to maintain and provide daily reports as needed. Computer skills required. Excellent oral and written communications and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required.College coursework in transportation, management, or other related field desirable. Progressively responsible experience in transportation and/or personnel management including supervisory experience desirable. Other combinations of education, training and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to multitask and handle stressful situations.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must be willing to work irregular hours during peak periods.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supervises Transportation Assignment Unit staff.

2. Supervises and coordinates all aspects of transportation centralized bid process and employee hours assessment.

3. Investigates and prepares summaries of employee issues and/or Local 500 inquiries.

4. Assesses employee placements based on review of open routes reviews.

5. Prepares administrative correspondence as needed.

6. Monitors payments to school bus operators/attendants for accuracy.

7. Participates on labor-management team as needed.

8. Evaluates times allocated for pieces of work.

10. May request routing specialists to revise school bus routes.

11. Reviews operator/attendant hours with each depot.

12. Coordinates all employee bid assignments for depot staff and ensures accuracy in departmental data management.

13. Performs related work as required.
