Assistant Training Supervisor

WORKING TITLE: Assistant Training Supervisor GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Assists with overall leadership and management of the Safety and Training Unit's bus attendant and bus operator training program, and all unit personnel who are assigned to instruct, train and evaluate. This position directly supervises the Transportation Safety Trainer II and other staff. Participates in classroom and behind-the-wheel training of new bus operators and attendants. Under direction has primary responsibility for developing, implementing and sometimes instructing all unit trainings for those other than new bus operators and bus attendants, including re-certification and professional development courses. Serves as an MVA self-testing program examiner. Represents DOT on system-wide training related work groups and committees. May provide driving instruction to personnel in other offices, as required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of student transportation system and school bus attendant/operator duties and requirements. Considerable skill providing training to school bus attendants/operators and providing supervising direction to safety trainers I and II. Demonstrates knowledge of requirements for local and state school bus driver and other commercial class vehicle driver licensing and certification and related school personnel and transportation policies and regulations. Skilled in common communication methods, reading, writing, and communicating orally, and understanding and carrying out written and oral instructions. Ability to use office software such as Word, Excel, Power Point. Ability to read and follow a road map. Good human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High school diploma or GED required. Three years satisfactory service as a school bus operator required. College courses in transportation, management, or other related field desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid. A Maryland State Commercial Class B driver's license (or equivalent) with air brake, passenger, and school bus endorsements. Certification as a state school bus driver instructor and MVA examiner preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Classroom instruction requires sustained standing/walking in a classroom environment. Behind-the-wheel training and license examinations require sustained standing/walking in an outdoor environment in all weather conditions. Sustained sitting may be required when instructing or observing bus operators, attendants, other staff.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages and updates all aspects of the MDOT License Monitoring System (LMS) including monitoring and notifying supervisors/employees of moving violations, downgrades, and other license-related issues.

Serves as the designated MDOT Motor Vehicle Administration (MVA) Third Party Tester liaison and: communicates and works with MVA staff to coordinate the on-site testing program and provides training opportunities for examiners; ensures reports are submitted on time and accurately by the safety trainer II (monthly logs, daily testing schedules); troubleshoots technology issues (GETAC); Conducts classroom and on-the-road training as needed; and Conducts MVA commercial driver's license skills testing.

Reviews classroom and behind-the-wheel instructional training materials to ensure compliance with federal, state and local laws and regulations, and make updates as needed.
Creates and manages the training class schedules for bus attendants and bus operators adhering to federal (U.S. DOT), state (COMAR, MSDE), and local (MCPS) guidelines.

Updates all training materials including the pre-trip manual and the BO/BA training book.

Submits training completion records to the Federal Motor Carrier Safety Administration (FMCSA) Entry-Level Driver Training (ELDT) Registry.

Supervises and evaluates Transportation Safety Trainer II staff.

Reviews evaluations written by the Safety Trainer IIs for Safety Trainer I's.
Leads and facilitates team meetings with the Safety/Training Unit in collaboration with or in the absence of the supervisor.

Conducts training discontinuation meetings with bus operator and bus attendant candidates.

Conducts evaluation of school bus attendant/bus operator performance and recommends employee certification.

Assesses and provides hiring recommendations to supervisor and the DOT staffing manager.

Coordinates and schedules re-certification trainings for returning employees and employees identified for additional support.

Collects, manages and processes data for unit and department metrics.

Participates on the Bus Accident Review Board (BARB) committee.

Provides first-level approval for unit members' leave requests.

Checks, submits and releases payroll for trainees and unit members with the administrative operations secretary.

Maintain the DOT website on the MCPS server including all bus schedules, personnel updates, phone numbers, etc.

Performs related duties consistent with the scope and intent of the position.
