Tutoring Outcomes: 2022–2023

Description:

The primary purpose of this evaluation was to assess the effects of the Montgomery County Public Schools (MCPS) 2022–2023 tutoring program on kindergarten (K) through Grade 8 student academic outcomes. The evaluation utilized a quasi-experimental, matched comparison group design to examine the effect of tutoring on spring 2023 achievement in literacy and mathematics. Student-level data were used to examine students’ achievement in their respective tutoring subject.

Recommendations:

Based on the results of the evaluation and the impending decrease in tutoring funding, it is recommended for the district to maintain current implementation of tutoring for one additional year with the following considerations in mind:

  • Identify evidence-based low-cost tutoring initiatives and strategies.
  • Once new low-cost approaches to tutoring are identified, pilot test the new approaches in select schools prior to scaling up districtwide.
  • Identify existing or new community partners for additional low-cost tutoring support and to increase tutoring dosage among program participants
