Impact of Restorative Justice and Restorative Practices 2023–2024

This study examined the implementation and impact of Restorative Justice (RJ) in MCPS secondary schools through surveys of school administrators and RJ coaches, and interviews with central office RJ specialists. It explored experiences, perceptions, and perceived impact on students and school climate, and sought to assess its effect on behavior incidents. While some positive outcomes were identified, the findings also revealed areas for improvement. Some findings should be interpreted with caution, as data limitations emerged. These included that over half of recorded incidents lacked a documented resolution, and only 3% of resolutions were restorative practices—suggesting either limited use or underreporting.

Recommendations:

The following recommendations aimed to optimize the implementation of RJ and restorative approaches and enhance program improvement: 1) establish a centralized data tracking and monitoring system for behavior incidents, resolutions, and restorative practices; 2) establish the RJ coach as a stand-alone position in secondary schools; 3) expand ways to collect implementation data of RJ and restorative practices; 4) continue efforts to increase understanding surrounding RJ and restorative practices among staff and parent/guardians; and 5) explore potential areas for program improvement and strengthening based on stakeholder feedback.
