Evaluation of Eureka Math in Montgomery County Public Schools: Alignment with RFP4478.1 Criteria and Needs of Students

This multi-method study evaluated the alignment of the Eureka Math Pre-K–5 curriculum with the district’s RFP 4478.1, its effectiveness for students and teachers, and the fidelity of lesson implementation in Pre-K–5 classrooms. Data from staff surveys, student performance, and classroom observations were analyzed. Staff generally agreed that the curriculum was well-structured and standards-aligned but reported that resources were inadequate for Emergent Multilingual Learners (EMLs), students with IEPs, below-grade-level learners, and those needing enrichment. While overall math achievement improved from 2019 to 2024, performance gaps among student groups persisted. Data from classroom observations showed evidence of high fidelity in implementation of core components like Fluency Practice and Concept Development of Eureka Math lessons, but inconsistent use of Debrief sessions, Exit Tickets, and enrichment activities.

This document comprises two reports: one focusing on the perceptions and suitability of the Eureka Math curriculum and the other on the implementation of Eureka Math lessons.

Recommendations:

  1. Provide instructional resources within the core PreK-5 math curriculum that address a wide range of student skill levels.
  2. Integrate monitoring tools that teachers find beneficial and can use to guide their instructional choices.
  3. Incorporate instructional materials that explicitly offer enrichment activities for advanced learners.
  4. Offer ongoing and varied professional learning opportunities (PLOs) on curriculum content and the implementation of curriculum standards.
