Board Adopts Final FY 2007 Operating Budget

The Board of Education met on Tuesday, June 13, and, among other items, adopted the final FY 2007 Operating Budget, approved the appointment of 14 administrators, approved an amended agreement with the Montgomery County Association of Administrative and Supervisory Personnel, discussed preliminary plans for modernization of Francis Scott Key Middle School, and received an update on the Professional Learning Communities Institute. The Board also recognized winners of the Leadership Montgomery Youth Community Service Leadership Awards, winners of the Distinguished Hispanic Scholars Awards, graduates of the George Washington Carver High School Class of 1956, and retiring or retired MCPS employees.
Final Adoption of the FY 2007 Operating Budget
The Board adopted the final FY 2007 Operating Budget, reflecting changes as approved by the County Council on May 25. The $1,851,496,287 FY 2007 budget (including grants and enterprise funds) is an increase of 8 percent over the current FY 2006 Operating Budget. The Board also affirmed support for the negotiated agreements with its employee organizations and for the increases in salary costs that they contain.
Appointments
The Board approved the following administrative appointments:
- Ursula A. Hermann, currently principal, Westland Middle School, as community superintendent, Northeast Consortium and Sherwood Cluster
- Heath E. Morrison, currently director of school performance, Office of School Performance, as community superintendent, Montgomery Blair, Albert Einstein, Northwood, and John F. Kennedy Clusters
- Adrian B. Talley, currently director of school performance, Office of School Performance, as community superintendent, Clarksburg, Damascus, Gaithersburg, Colonel Zadok Magruder, and Watkins Mill Clusters
- William M. Gregory, currently principal, Dr. Martin Luther King, Jr. Middle School, as principal, Sherwood High School
- Renee A. Foose, currently principal, Boonsboro Middle School, Washington County Public Schools, as principal, Earle B. Wood Middle School
- Daniel J. Vogelman, currently assistant principal, Westland Middle School, as principal, Westland Middle School
- Cynthia R. Duranko, currently acting principal, Darnestown Elementary School, as principal, Monocacy Elementary School
- Gayle J. Starr, currently acting principal, Woodfield Elementary School, as principal, Woodfield Elementary School
- Carl L. Baskerville, currently principal, Rolling Terrace Elementary School, as director, Curriculum Training and Development, Office of Organizational Development
- Elaine L. Chang, currently principal, Lakewood Elementary School, as executive assistant, Office of Information and Organizational Systems
- David I. Steinberg, currently consulting principal, Office of Organizational Development, as director, Administrative and Supervisory Professional Growth System
- K. Dennis Heidler, currently acting coordinator, Montgomery Blair High School Science, Mathematics, Computer Science Magnet Program, as coordinator, Montgomery Blair High School Science, Mathematics, Computer Science Magnet Program
- Anita R. O¡¦Neill, currently science resource teacher, Neelsville Middle School, as supervisor, K¡V12 Science, Department of Curriculum and Instruction
- David A. Patterson, currently monitoring specialist, Division of Special Education/Early Intervention Services, Maryland State Department of Education, as supervisor, Special Education, Division of School-based Special Education Services, Office of Special Education and Student Services
Amended Agreement with MCAASP
The Board approved an amended agreement with the Montgomery County Association of Administrative and Supervisory Personnel (MCAASP) for the period of July 1, 2006, through June 30, 2009.
Francis Scott Key Middle School Modernization
The Board approved preliminary plans for the modernization of Francis Scott Key Middle School.
Professional Learning Communities Institute
The Board received an update on the Professional Learning Communities Institute, an innovative professional development initiative designed to increase student achievement in selected elementary schools by building the school improvement capacity of each school¡¦s leadership team.
Interagency Coordinating Board
The Board participated in a dialogue with the Interagency Coordinating Board for Community Use of Public Facilities (ICB). ICB coordinates the community use of MCPS facilities.
Students Appointed to Citizens Advisory Committee
The Board appointed two students to serve one-year terms on the Citizens Advisory Committee for Family Life and Human Development. The students are Benjamin Elkind of Richard Montgomery High School, representing the Montgomery County Region of the Maryland Association of Student Councils; and Margaret Ellen Johnson of Col. Zadok Magruder High School. Both students are rising 11th graders.
Ethics Panel Members Appointed
To fill three vacancies on the Ethics Panel, the Board appointed Ellen M. Duncan, Holli Beckerman Jaffe, and Arleas Upton Kea. The term of service will be three years for each member.
Leadership Montgomery Youth Community Service Leadership Awards
The Board recognized the recipients of the Leadership Montgomery Youth Community Service Leadership Awards and recognized Leadership Montgomery and Shulman, Rogers, Gandal, Pordy, and Ecker, P.A., for promoting and honoring youth leadership in community service.
Distinguished Hispanic Scholars
The Board congratulated recipients of this year¡¦s Distinguished Hispanic Scholars Awards, given by the Hispanic Employees Association of MCPS.
George Washington Carver High School Class of 1956
The Board saluted students of Carver High School for being pioneers of freedom and equity for all children in Montgomery County and congratulated the Carver High School Class of 1956 as it celebrates its 50th class reunion this year.
Retirement of MCPS Personnel
The Board expressed appreciation to MCPS employees who are retiring or have retired during the past year for their service to the school system and to the children of the county.
