| Summary Description: Under the direction of the supervisor, Department of Academic Programs, coordinates and leads all aspects of planning, developing, and implementing regional academic programs within an assigned thematic area, such as medical science and healthcare; leadership and public service; international baccalaureate (IB); humanities and languages; visual performing arts; design and communication or science technology, and engineering and mathematics (STEM). Additional responsibilities include recruitment of students and staff; publicity for regional programs; supervision of program implementation; management of cross-school professional learning communities (PLCs); facilitating professional learning, and articulation and evaluation of program implementation and improvement. May evaluate or contribute to evaluations of office staff in the department.

Special Requirements: Ability to work a flexible schedule to attend evening and weekend informational, recruitment, and school-based events. Frequent travel between school sites across Montgomery County.

Knowledge, Skills, Abilities: Thorough knowledge of the assigned thematic area. Montgomery County Public Schools (MCPS) Program of Studies, and teacher and supporting services evaluation procedures. Knowledge of regional program curricula, procedures and program requirements is preferred. Ability to work cooperatively with local schools, culturally diverse communities, and gifted and talented populations. Ability to lead in coordinating the efforts to engage parents, and students to support a successful experience and increase involvement in this unique program. Excellent skills in oral and written communications, planning and organization, public relations, and human relations. Knowledge of or ability to quickly obtain knowledge of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System. |

Education, Experience: Master’s degree from an accredited college or university in either an academic content area related to a regional program theme or in education, with coursework or focus on administration, curriculum, instruction, supervision, or gifted and talented education. Minimum of five years of outstanding teaching at the secondary level. Some leadership experience in a public school is required, preferably in the planning, development and implementation of instruction or academic programs. Experience developing professional learning opportunities and building partnerships with multiple stakeholders is preferred.Experience in the following areas is preferred:Administration, supervision or leadership of secondary educational programs; development of interdisciplinary programs and curriculum for gifted and talented students; supervision of professional staff; and staff development and in-service training, both design and delivery.Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License: Meets Maryland certification requirements for secondary teacher and Administrator. Valid class C (standard) driver’s license required. |

Example Duties: Works with central and school-based staff to develop regional program guidelines including program overviews, course progressions, extracurricular opportunities, and culminating activities.Works with central and school-based office to develop curriculum for regional program coursework.Assists school administration and leadership teams to implement programs consistently across regions.Coordinates implementation of assigned regional programs to ensure consistency of delivery across multiple school sites.Reviews curricula for regional programs courses to ensure alignment with state standards, encompassing both core academic courses required for graduation and Career and Technical Education (CTE) related programs to guarantee students' access to complete career pathways and industry certification.Develops, collects, and analyzes program-specific data (e.g., enrollment, student performance, post-program outcomes) to inform program improvement and reporting.Assesses program needs and coordinates activities for revision according to MCPS procedures with MCPS coordinators, supervisors and directors of educational services.Facilitates cross-program professional learning communities (PLCs) to align practices across multiple regions.Designs and provides professional development training for regional program staff.Conducts informational meetings, screening and selection committees, and notification of screening results.Assists schools with their master schedule to guarantee proper regional program implementation.Advises individual students and parents regarding instructionally related concerns, problems, schedules, internships and/or adjustments to new situations.Identifies, monitors, and evaluates new and revised instructional materials and equipment for regional programs.Reviews recent literature, research studies, and reports to continually update programs with appropriate modifications.Serves as liaison to regional program sites for all issues related to special and regular school programs.Assists in the preparation of special reports on regional programming.Develops and implements in-service plans for staff related to regional program requirements, curricula and instructional strategies.Identifies potential community partners for regional programs and assists schools in identifying speakers, teachers, and appropriate educational experiences to strengthen teacher and student performance in regional programs.Coordinates outreach and recruitment efforts to students and families to increase awareness, interest and enrollment in regional programs. Coordinates marketing and publicity for regional programs in the assigned thematic area.Works collaboratively with the Division of Human Resources and Talent Management to identify specific staffing needs and potential candidates.Prepares and administers annual budget for the regional programs.Supervises and evaluates regional program implementation.Performs other related duties as assigned. |
