SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under the direction of the Department of Special Education Compliance works collaboratively with the director to plan and direct the administration of the Central Placement Unit. Coordinates and monitors the provision of special education services for students placed in nonpublic special education schools. Monitors the implementation of instructional practices, attendance data, use of restraint and seclusion, serious incident reports, suspensions, student achievement, and graduation of students. Supports the management of fiscal accounts and expenditures, including the nonpublic tuition assistance program (NTAP), notifying the director of any inconsistencies or possible mismanagement of funds to ensure accountability. Supports the director in the development and implementation of central placement procedures that are responsive to parent and student needs. Serves as Montgomery County Public Schools (MCPS) representative to the Local Care Team and the Maryland State Department of Education Division of Special Education/Early Intervention Services, Nonpublic Branch. Supervises and assigns work to instructional specialists in the unit. Physical Demands: None Special Requirements: Attendance at evening Board of Education and other school system meetings.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of federal and state bylaws applying to students with disabilities and thorough knowledge of general and special education instructional programs, both within and outside of MCPS. Knowledge of nonpublic special education programs both in and outside of Maryland is desired. Demonstrated knowledge of due process procedures for students with disabilities. Familiarity with fiscal/budget development and management procedures. Ability to organize staff and assign responsibilities for effective delivery of services. Ability to work collaboratively with principals, Department of Special Education Compliance staff, and staff members from other agencies. Demonstrated ability to accomplish short- and long-range planning aimed at timely delivery of effective services. Demonstrated competence in fiscal planning, budget and data management. Excellent human relations and organizational skills are required. Demonstrated oral and written communication skills are required.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Master’s degree from an accredited college or university with course work emphasis in special education, human development, psychology, or related field. At least five years outstanding experience working with students with disabilities in a variety of settings. Experience working with parents, community groups, and social service agencies. Experience preparing budget documents and financial reports. Other combinations of applicable education, training, and experience that provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered. Completion of OAT 1 is required or ability to complete within one year of position start date. Certificate License: Administrator I/Assistant Principal or Supervisors of Instruction, Assistant Principals, Principals licensure with a preference of also holding Special Education teacher licensure.

DUTIES AND RESPONSIBILITIES:

Example Duties: Supports the director in the management and strategic direction for the Central Placement Unit. Supports the director in the daily office functions; supervises instructional specialists in the unit, assigns work, and provides guidance in alignment with the Professional Growth System. Develops effective partnerships among families, the community, other county agencies, business and state agencies to develop and implement services for children with disabilities and their families. Coordinates and supports unit staff in the placement of students into and out of intensive public and nonpublic special education programs at the central level.Coordinates and ensures the timely and efficient scheduling of the Central Individualized Education Program (CIEP) team to meet the needs of prekindergarten and school-aged students and families. Monitors and reports concerns relative to the quality of nonpublic special education programs to ensure effective instruction, positive outcomes for students, and compliance with state and local standards. Supports the management of fiscal accounts and expenditures, including nonpublic tuition, and the nonpublic tuition assistance process. Prepares detailed periodic project analysis, budget requests, and the following reports for executive staff: Trends in Nonpublic Enrollment, Referral Rates, Nonpublic Expenditures and Budget Appropriations, Monthly Nonpublic School Attendance Monitoring, and the Quarterly Fiscal CIEP Outcome Report. Serves as liaison with the Maryland State Department of Education Division of Special Education/Early Intervention Services, Nonpublic Branch, the Office of Children, Youth and Families, and the Local Care Team, the Montgomery County Collaboration Council for Children, Youth and Families, and the Maryland Association of Nonpublic Special Education Facilities. Participates in weekly Local Care Team meetings, representing MCPS. Plans and conducts periodic meetings with nonpublic directors and principals to ensure compliance with federal, state, and local regulations. Performs other related duties as assigned.
