SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of the Division of transportation , in the Division of Transportation Services, serves as the lead for the coordination and implementation of information technology systems to improve and streamline operations for the division. Provides project and process management leadership, oversees the work of teams and stakeholders, uses project and process management tools and techniques, and monitors progress to assure effective implementation of and customer satisfaction with solutions. Works with functional and technology leadership in formulating project teams, providing leadership in coordinating the work of the teams including steering committees, and core team members, as well as working with internal and external stakeholders/vendors. Collaborates with Division of Technology Services and Montgomery County Public Schools (MCPS) leadership in developing user requirements, obtaining feedback from stakeholders, developing and implementing change management, and conducting system acceptance. Evaluates options and formulates solutions, assesses overall feasibility, determines current and future cost models, develops timelines, and aligns with functional and technology direction. Applies system and critical thinking to the development and implementation of solutions. Provides regular communication to leadership, team members, and stakeholders on progress, risks, and concerns to inform appropriate management decisions and actions. Provides leadership and coordinates efforts to support offices to maximize performance through training, mentoring, and supports for the effective use of technology solutions. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of and experience in public school transportation, automated routing, fleet management and employee management systems. Knowledge of the principles, best practices, and techniques of project and process management, school system operations specifically in information technology and enterprise systems. Knowledge of public-school processes and systems, business operations, policies and procedures, and administrative practices. Knowledge of and ability to interpret and communicate MCPS policies, regulations and procedures, as well as local, state, and federal mandates as they relate to information technology and enterprise systems operations. Ability to apply system and critical thinking to the development and implementation of solutions. Ability to collect relevant data and provide data analysis for decision making. Ability to administer and apply continuous improvement principles to automated enterprise systems. Ability to communicate effectively using coaching strategies and techniques with MCPS staff and others. Excellent problem-solving skills. Experience managing external providers of products and consulting services. Formulates and executes bid proposals for system applications. Ability to work effectively with administrators, staff and other stakeholders to resolve a variety of questions/ problems. Excellent organizational, communication, and interpersonal skills.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Bachelor’s degree required in IT, business management, computer science- related field from an accredited college or university. Master’s degree preferred. Coursework and training should include business management, financial management, and project management. Minimum 5 years outstanding K-12 school system experience in information technology, project management, leadership experience and or/public school transportation is required. Experience with project and process management in deploying enterprise level technology systems for information technology and enterprise systems preferred. Experience with the development and delivery of large-scale technology solutions required. Demonstrated facilitative leadership skills and ability to work with a variety of stakeholders. Financial management and strategic planning experience required. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Provides oversight to ensure that timelines are communicated and met and stakeholders receive complete and accurate documents and materials.Provides guidance, resources, and a continuum of support for team members ranging from business operational and technology requirements to involvement in the team.Conducts sessions with users and stakeholders to identify requirements, gather feedback, and provide communication on progress.Engages users in change management processes leading to customer acceptance and satisfaction with solutions.Manages and problem-solve day-to-day operational matters impacting projects, serves as a facilitator for division-wide workgroups, and works with other offices on matters related to operations, assigning resources and budget funding related to assigned projects.Aligns work with MCPS and division strategic focus, policies, and regulations as well as local, state, and Federal regulations. Engages with vendors including procurement processes, planning, cost, and vendor management activities.Provides updates to MCPS leadership, steering committees, and stakeholders.Works closely with key functional and technical product owners and subject matter experts.Resolves conflicts arising with teams, product direction, decision making, etc.Understands and applies the six leadership standards that have been established for Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS).Performs related duties consistent with the scope and intent of the position.
