SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction of the Director of the Department of Food and Nutrition Services (DFNS), in the Office of the Chief Operations Officer, this position directs, coordinates, and manages the day-to-day daily technical activities of the department as it relates to applications used for meal accountability, ingredients, recipes, menus and food production, and related data interfaces and reporting. The position supervises, implements, and ensures timely and effective support for a variety of solutions essential to the operation of the department. The incumbent leads and supervises the DFNS Technical Help Desk team, which provides technical services to DFNS Central Office, Production Facility, Warehouse, and all applicable meal site locations, including but not limited to schools. Manages the system development, custom interfaces, reporting, point of sales record management, and maintenance of DFNS IT systems (i.e., Heartland Schools Systems, MySchoolBucks, WinSNAP), and procedures. Serves as a connection to outside vendors of computer services and systems. Develops and helps prepare user requirements and understanding the needs of DFNS for new systems and applications. Collaborates with key stakeholders, such as central services staff, school-based staff, as well as business partners to develop and implement technology solutions. Communicates effectively using approved notification tools. Physical Demands: None Special Requirements: Ability to work a flexible schedule, including occasional evenings and weekends to address emergencies or when urgent work requirements exist.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of SQL/T-SQL, Microsoft SQL Server, SQL Server Management Studio, Crystal Reports, Microsoft Visual Studio/VB.NET, Microsoft Access, Oracle SQL Developer, as well as the ability to learn new software and processes as they become available.  Ability to use  agile methods in phases of the development and operations lifecycle, and to adapt quickly and work effectively when priorities shift or when the work environment is unpredictable or rapidly changing. Thorough knowledge of technical functions, set-up, interfacing and maintenance of applications/software and proven ability to successfully identify and resolve technical issues.  Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools, or a similarly complex organization. Knowledge of technical applications and solutions (such as Newton, Franklin, and Edison) that will assist DFNS in daily operations helpful, but not required. Must have a basic knowledge of K-12 food service processes and be able to quickly learn all MCPS food service processes and the unit department’s needs to successfully integrate and utilize new software, identify and resolve deficiencies and clearly communicate this information to the department and vendors Must be highly skilled in technical, innovative problem-solving. Demonstrated ability to train, coach, supervise and lead other team members.  Ability to prioritize and manage several complex projects simultaneously while working under pressure to meet deadlines. Energetic and self-motivated work in quick paced environment.  Ability to work with senior management and staff. Excellent written and oral communication skills, human relations and management skills, including the skill for improving relations with a variety of clients, developing solutions with ease and effectiveness. Demonstrates strong analytical and technical skills. Skilled in applying proven interpersonal tactics for anticipating and diffusing negative client response. Knowledge or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS). 
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Bachelor’s degree from an accredited college or university required, preferably in the field of Computer Science or Information Technology degree. Must have some coursework and training in computer science, information management, business management, financial management, and project management. Documented experience in integrating new technologies, resolving technical problems, managing enterprise-wide technology projects, providing exceptional customer service support, and providing staff leadership is required. Five or more years of experience working in the SQL Server environment, Microsoft Visual Studio/VB.NET using Crystal Reports and Microsoft Access required. Experience/knowledge of Heartland MCS applications highly desirable.  Experience using programming languages, tools, and database management software including Microsoft Office (MS Access, MS Excel, and PowerPoint), HTML, SQL and Visio required. Project and team management/leadership skills and experience required. Experience in creating custom reporting criteria, executing reports and evaluating data for integrity and accuracy required. Experience in the public sector (within K-12 school systems and/ or public school food and nutrition services, federal government, or higher education institutions) is preferred. Experience in human resources, budgeting, financial and payroll systems required. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. DUTIES AND RESPONSIBILITIES:

Cultivates a positive work environment, motivating staff to work towards the department and organizational goals. Provides guidance, mentorship, and supervision to staff. Serves as a member of the department’s core leadership team.Leads the technical administration and continual successful operation of DFNS including routine (daily, monthly, quarterly, and annual) monitoring, workflow, trouble shooting, ad-hoc report creation, new implementations, integration, custom interfaces, and upgrades. Maintains and updates cyclical system processing. Serves as project lead, responsible for the planning, execution, and implementation of new application segments/components. Responsible for ensuring complete, timely and successful implementation of all upgrades. Monitors the execution of the routine interface schedules necessary to maintain data integrity. Observes and evaluates daily operations to identify process improvement and learning opportunities and initiates improvements as appropriate.  Maintains system tables and other system configuration documents including but not limited to the annual updates. Collects, analyzes data and makes recommendations to effectively manage or improve program and/or support to DFNS users.Leads development of solutions for deficiencies of existing and new software/applications. Monitors progress of solutions until successful execution of resolutions. Participates in meetings to plan, test, and implement changes to applications used within the department as-needed.Leads the DFNS Technical Help Desk team with and without MCPS consultant/software providers to resolve system issues quickly and support all DFNS staff with technical concerns and issues. Ensures effective support for the day-to-day operation and periodic upgrades for key operational systems serving DFNS locations and schools. Supervises the technical support provided to all department end users.Leads development of reporting including writing criteria for reports over multiple applications/software, based on desired results; run and deliver reports; and ensure data integrity. Supports requests from various stakeholders, as directed by the department Director. Prepares financial information reports using Crystal Reports, Excel, Access, and other appropriate software packages during high peak workforce reporting requests.  Serves as technical expert and collaborates with MSDE, other MCPS departments, and external IT vendors:•    To oversee the load of the data from/to department applications for financial monitoring and reporting, workflow management, meal accountability, point-of-sale, free and reduced-price meals, inventory, ordering, warehouse and distribution, ingredient, recipe, menu and food production, etc;•    In testing, enhancing and troubleshooting department applications and the interfaces; and •    in the development and maintenance of system enhancements and represents functional users in clear definition of problems, requirements, and needs. Maintains expert knowledge in Microsoft Office, SQL, Crystal Reports with Microsoft Visual Studio/VB.NET, Microsoft Visio, and other reporting tools as well as future technical installations.  Collaborates with other school systems to learn about developing school food and nutrition technologies and trends. Stays abreast of current technologies and trends in the information technology industry.Serves as point of contact and key liaison to external food and nutrition technical software vendors. Assures service level agreements are met.Ensures project schedules are developed, timelines are met, and implementation is completed in a manner that supports project goals and objectives. Designs, develops, modifies and implements various applications and databases/data files, as requested. Develops and executes appropriate test scripts to simulate a live environment and maintains a catalog of all developed test scripts. Responsible for meeting facilitation (following effective meeting guidelines), documentation, development of feasible solutions, and problem resolution related to process improvement and data integrity and leads the implementation of changes/improvements as appropriate.Assists with the development of technical training programs for office staff and departmental users.  Assists the Director, in collaboration with department staff, in the development and periodic reviews of policies, process, procedures, and training manuals for various functional units in the department of food and nutrition services and provides updates where appropriate. Provides guidance on upgrading hardware and software, including execution of upgrades.Participates in the budget process to inform fiscal decisions related to department and office expenditures. Performs related duties consistent with the scope and intent of the position.
