SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under the direction of the chief of the Division of Financial Management, coordinates and supports high-impact strategic initiatives, complex special projects, and division-wide operational efforts. The position serves as a key strategic and analytical partner, providing advanced research, data analysis, and project management to inform decision-making and drive division and organizational priorities. Independently coordinates and manages multiple projects with significant organizational impact, leading cross-functional teams and stakeholder groups to advance strategic objectives and improve organizational effectiveness. Responsibilities include conducting quantitative and qualitative analyses; developing reports, trainings, dashboards, presentations, and briefing materials; facilitating planning sessions and large-group meetings; and presenting findings and recommendations to executive leadership and other stakeholder groups. Analyzes and reviews the division and department goals, multiyear plans, budget requests, functions and operations. Prepares correspondence in response to requests from members of the Board of Education (BOE), parents, or other stakeholders. Nature of the work requires interaction with MCPS Executive Staff, BOE, County Council and county executive offices, state officials, MCPS management personnel, school staff, and the public. Physical Demands: None. Special Requirements: Ability to work a flexible schedule, including nights and weekends, as required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Knowledge, Skills, Abilities: Considerable knowledge of public administration principles and practices, with emphasis on budget concepts and organizational systems, resource management, project management methodologies, data analysis, change management principles, and knowledge of statistical and other management analysis techniques. Considerable knowledge of Maryland school laws and regulations governing budgets and expenditures. Understands MCPS organization, operations, goals and priorities. Ability to analyze complex organizational procedures and recommend solutions and scenarios for budgetary or management problems of practice. Demonstrated ability to extract and analyze data and complex problems, and to prepare effective reports and correspondence. Ability to work effectively with other MCPS departments and stakeholders. Proficient user knowledge of Microsoft Excel, Google Sheets and other related applications. Excellent communications and interpersonal skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Bachelor’s degree required. Master’s degree preferred. College major in public or business administration or related field; courses or experience in, accounting, statistics, finance, budgeting or other fiscal areas. Considerable responsible work in public sector planning, budget preparation and administration, and management and data analysis. Experience leading workgroups or facilitating effective stakeholder engagement. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. DUTIES AND RESPONSIBILITIES:

Example Duties:1. Leads and coordinates strategic initiatives that support organizational goals and priorities of the Division of Financial Management.2. Plans, facilitates, and leads large-group meetings, workgroups, and stakeholder engagement sessions. 3. Coordinates cross-functional teams and workgroups to achieve project objectives. 4. Supports the planning, budgeting, operational and management analysis work of the Division of Financial Management.5. Develops project plans, timelines, milestones, and performance measures to monitor progress.6. Supports preparation of materials for boards, committees, leadership meetings, and public presentations. 7. Supports the alignment of procurement activities with organizational policies, regulations, and strategic priorities. 8. Analyzes operational and financial data to identify efficiencies, risks, and opportunities.9. Develops and provides finance and related training content. 10. Compiles information on practices of other government agencies and develops comparative statistics. 11. Monitors emerging trends, legislation, and best practices affecting K–12 education, finance, operations, and administration.12. Advises on major issues with system wide budget implications and makes recommendations for resolving such issues. 13. Works closely with other management staff to provide coordination related to areas of responsibility. 14. Performs related duties consistent with the scope and intent of the position.
