| Summary Description: Under the direction of the director, Department of Compliance and Investigations, the coordinator, Background Screening provides leadership, coordination, oversight, and accountability for the Montgomery County Public Schools (MCPS) background screening program. The coordinator is responsible for ensuring the effective administration of background screening services and compliance with applicable federal, state, and local laws, regulations, and MCPS policies governing personnel screening activities; develops and monitors operational procedures, internal controls, performance measures, and accountability standards to support program integrity, regulatory compliance, risk mitigation, and continuous improvement; supervises and coordinates the work of background screening personnel. The coordinator serves as the department's subject matter expert and collaborates with school and district leaders to support background screening initiatives, compliance reviews, corrective actions, and strategic priorities that strengthen program integrity and organizational accountability. Supports the Department of Compliance and Investigations with administrative investigations, complaint reviews, and other compliance-related matters as assigned.
Physical Demands: Position requires sustained operation of keyboard devices, twisting, turning, stooping, bending, walking, lifting, standing, and sitting. Travel to schools and offices throughout the district may be required. May be required to transport fingerprinting equipment and related materials.
Special Requirements: Ability to work a flexible schedule, including evenings, weekends, and outside the normal duty day.

Bachelor's degree from an accredited college or university in public administration, human resources management, business administration, criminal justice, organizational leadership, public policy, or a related field. Master's degree preferred. Minimum of five years of progressively more responsible experience in a related field. Considerable experience administering, coordinating, auditing, investigating, managing, or overseeing programs involving personnel compliance, background screening, human resources operations, risk management, regulatory compliance, or related functions. Experience leading projects, implementing operational improvements, conducting data analysis, and preparing recommendations and reports for leadership preferred. Other combinations of applicable education, training, and experience that provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.Certificate License: Must obtain and maintain fingerprinting certification required by the Maryland Department of Public Safety and Correctional Services within three months of hire. |

Example Duties: Develops, implements, monitors, and evaluates the MCPS background screening program to ensure compliance with legal requirements, Board policy, and district priorities.Coordinates programs and processes associated with fingerprinting, criminal history reviews, Child Protective Services clearances, employment eligibility verification, volunteer and contractor screening, rescreening efforts, and related personnel security requirements.Supervises and coordinates the work of background screening personnel and collaborates with the background screening supervisor to ensure consistent application of procedures, effective workflow management, and accountability for results.Develops, implements, and evaluates operational procedures, internal controls, performance measures, quality assurance standards, and accountability systems designed to improve compliance, efficiency, customer service, and program effectiveness.Coordinates compliance reviews, operational assessments, and audit readiness activities to identify process deficiencies, evaluate adherence to established requirements, mitigate organizational risk, and support corrective action planning.Leads systemwide initiatives related to onboarding compliance, rescreening programs, risk mitigation, process improvement, and remediation efforts designed to strengthen program integrity and public confidence.Conducts research and analysis of laws, regulations, operational data, audit findings, compliance concerns, and emerging best practices. Develops recommendations and implementation strategies to support informed decision making and continuous improvement.Serves as the department's subject matter expert regarding background screening requirements, regulatory compliance, and related operational procedures.Monitors compliance with confidentiality, privacy, records management, document retention, and auditing requirements and coordinates corrective actions when risks or deficiencies are identified.Collaborates with the Department of Compliance and Investigations, Division of Human Resources and Talent Management, Legal Services, Division of Safety and Emergency Management, other MCPS offices and staff as needed, school administrators, and external agencies to ensure effective implementation of background screening requirements and related compliance initiatives.Coordinates the development and delivery of training, guidance, and technical assistance related to background screening procedures, regulatory requirements, and operational expectations.Develops and maintains program documentation, reporting systems, tracking mechanisms, and performance data to support accountability, compliance monitoring, and operational decision making.Prepares and presents reports, analyses, recommendations, and briefings regarding program performance, compliance status, audit activities, risk indicators, and rescreening initiatives to executive leadership and other stakeholders.Represents the department on committees, work groups, and strategic initiatives related to compliance, background screening, risk management, and onboarding practices.Supervises, supports, and evaluates background screening staff using applicable standards of the SEIU Professional Growth Systems (PGS).Supports departmental compliance and investigative activities, including workplace bullying and harassment complaints and other administrative matters, through research, information gathering, records review, data analysis, documentation, and related project support as assigned.
