SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under the direction of the Director of the Department of Business Information Services (DBIS) in the Division of Technology Services the IT Operations and Delivery Supervisor leads and oversees enterprise IT application operations to ensure secure, reliable, and high-quality technology services across the organization. This role provides guidance, mentorship, supervision, and direction to technical staff including application engineers, technical analysts and project managers; fosters a collaborative environment that embodies leadership and high-performance team engagement. The supervisor leads execution of major technology initiatives and enterprise transformation programs, ensuring successful delivery against scope, timelines, budgets, dependencies, and business objectives. Ensures projects are executed with operational sustainability in mind, balancing innovation and change with supportability, security, and long-term maintainability. Partners cross-functionally with business leaders, vendors, and subject matter experts to align priorities, clarify requirements, support change adoption, and remove barriers to delivery including the development of system workflows. Ensures solutions delivered are scalable, secure, supportable, and aligned with long-term technology strategy and business goals. Additionally, the supervisor manages the unit’s budget and resources while engaging in cross-departmental collaboration to align technology implementations with MCPS strategic priorities. Ensures technology operations align with security policies, risk management expectations, and compliance requirements ensuring compliance with data privacy laws (FERPA, COPPA, etc). Partners with leadership across various offices and external providers to identify, assess, and mitigate technology risk across infrastructure, data, integrations, and third-party services. Identifies and manages technical debt, modernization priorities, platform rationalization opportunities, and operational improvement initiatives. Identifies operational gaps, service risks, and process inefficiencies within DBIS, and implements continuous improvement measures that enhance responsiveness, stability, and user satisfaction. The supervisor also establishes strong vendor management discipline through clear expectations, service-level agreements, performance reviews, escalation management, and accountability measures, and promotes a culture of high performance and continuous improvement that values learning and a commitment to quality improvement. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Knowledge, Skills, Abilities: Through knowledge of the full Software Development Life Cycle (SDLC) to facilitate project efforts, sprint planning, daily stand-ups, and retrospectives. Strong program and project leadership skills, including governance, planning, dependency management, risk mitigation, and stakeholder alignment. Demonstrated ability to lead and influence across technical and non-technical teams, including executive stakeholders and cross-functional business partners. Proven knowledge of enterprise-class infrastructure, including cloud architecture (SaaS, PaaS, and IaaS/AWS), and virtualization. Advanced skill in requirements gathering and process mapping to translate complex business needs into actionable technical designs and product backlogs. Knowledge of technology areas such as application software, API management, servers, networks, and emerging technologies is essential to resolve technical architecture problems. Ability to motivate, coach, and develop staff is critical, as is the experience needed to manage a diverse technology group in a fast-paced environment. Ability to guide and mentor project managers and technical staff, ensuring the consistent application of methodologies. Knowledge of budgeting and fiscal planning, including the ability to prepare unit budgets and track financial purchases to inform leadership decisions. Ability to develop a strategic roadmap that aligns technology implementations with MCPS enterprise architectural standards and long-term objectives. Proficiency in data compilation, data analytics, and reporting to monitor operational metrics, project progress, and service performance. Skill in establishing ITIL-aligned operational processes and procedures for outage and crisis management, disaster recovery, and business continuity is required to ensure systemwide stability. Thorough knowledge of data privacy standards (e.g., FERPA, COPPA), cybersecurity protocols, and applicable federal and state regulations is necessary to protect enterprise systems. The ability to proactively address business needs with innovative, creative, and cost-effective solutions while working under the pressure of competing deadlines is essential. Knowledge of or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principal (MCAAP/MCBOA) Professional Growth System (PGS). Requires excellent technical, project and program management, process improvement, team-building, and oral/written communications skills. 
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education, Training, Experience: Bachelor’s degree in Computer Science, IT, Business Administration, or a related field; a degree in Computer Science or IT is preferred. Training in Agile, SCRUM, and project/process management methodologies is required. Five years or more experience of progressive experience leading/managing enterprise IT operations, technology delivery, digital transformation, or a combination of operational and program leadership in the development and delivery of technology solutions, with specific experience in software development, computer networks, and large enterprise-wide systems. Demonstrated success leading both ongoing IT operations and large-scale, complex technology implementation efforts in evolving, fast-paced, or resource-conscious environments. Documented experience in managing enterprise-scale technology projects, integrating new technologies, and providing staff leadership.  Experience managing external providers of products and consulting services required. Financial management and strategic planning experience required. Prior experience with K-12 school systems, Oracle Cloud including ERP and HCM is a plus. Certificate License: Project Management Professional (PMP) Certification preferred.
