SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction from the principal at Wheaton High School in collaboration with the Office of Teaching, Learning, and Schools, is responsible for administering and supervising a high quality career education program and providing educational leadership for the students and staff members consistent with the educational goals of the district. This position is responsible for the operations and instructional programs at Thomas Edison High School of Technology, housed at the Wheaton/Thomas Edison High School campus and reports to the principal at Wheaton High School. Collaborates with businesses, community organizations and the Foundations Board to provide state-of-the art programs that address the career needs of the 21st century. Serves as a system spokesperson for the promises and opportunities associated with career education. Establishes a school climate conducive to learning and maintains a welcoming environment that demonstrates respect for all stakeholders. Is responsible for the total school program, but may delegate for implementation many of the duties listed below to an assistant principal.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge and skills related to the operation of career and technical programs, including instruction, organizational patterns, school operations, and pupil services. Knowledge of Montgomery County Public Schools (MCPS) policies and procedures and state and federal regulations and laws. Demonstrated competence in staff selection, training, supervision and evaluation. Demonstrated problem-solving skills and demonstrated ability to act effectively under stress. Ability to motivate encourage, and work with staff to ensure outstanding performance as well as good morale. Excellent oral and written communication skills. Excellent interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with an emphasis in supervision, educational administration, secondary school curriculum, and/or career education. Doctorate desirable. Minimum of 5 years in teaching, administration or supervision of which at least 3 years must have been in a secondary school classroom preferably career education. Completion of administrative internship program and/or experience as an assistant principal desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meet Maryland certification requirements for Administrator II or secondary, or special education principal/supervisor.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Work beyond a 40-hour week and attendance at evening and weekend meetings, as required. Ability to respond to school requirements at any time.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages the daily operation of a career-based high school, in partnership with Wheaton High School, which includes entrepreneurial activities. Analyzes, shares, and uses school and student achievement data to develop and implement the school improvement plan. Implements systematic procedures to assess program effectiveness, including use of industry certifications. Collaborates with the Foundations Office to supervise and implement effective classroom instruction, hands-on lab opportunities, and entrepreneurial experiences that lead toward career paths. Adopts an entrepreneurial approach to marketing, partnerships and programming. Identifies staff training needs and implements professional development plans to meet those needs. Ensures that MCPS policies and procedures, as well as state and federal laws are followed. Coordinates the development and implementation of a school discipline policy that is consistent with the MCPS Code of Conduct and state law. Manages an effective system of attendance control, including appropriate communication with students, teachers, home school staff, and parents. Works with the Foundations Office in the recruitment, supervision, and evaluation of staff. Promotes Edison and its programs within MCPS and the community to ensure access for all students. Works with Central Office and business stakeholders to support the selection and purchase of equipment and supplies, and assures adequate provisions and financial management of the school. Supports career-related student organizations. Serves on MCPS task forces and committees. Performs related work as required.
