| Summary Description: Under the direction of the Director of the Department of Controller (DOC), the Payroll Supervisor leads the daily operations of the payroll function to ensure timely, accurate, and compliant processing of system-wide payroll cost and tax.
This role ensures compliance with federal and state laws, tax regulations, MCPS policies, and collective bargaining agreements. The supervisor manages payroll systems, conducts transaction and costing analysis, performs reconciliations, resolves discrepancies, and supports internal and external audits.
The role exercises independent judgment in interpreting regulations, resolving complex payroll issues, and developing, implementing and administering system-wide payroll procedures affecting over 30,000 employees.
The position serves as a key liaison across MCPS offices, including the Employee and Retiree Service Center (ERSC), and leads enterprise-level process design and improvements to enhance efficiency, accuracy, and compliance of payroll cost and tax operations.

KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of payroll processing system used in school districts such as Oracle, SAP, etc. Strong technology background and knowledge of cloud-based payroll ERP Hub+ systems. Ability to lead large scale payroll operations and associated systems and processes; ability to assess a variety of systems related to and impacting payroll and collaborate with various offices to establish and improve the efficiency and accuracy of payroll processes. Highly skilled at resolving problems and addressing inquiries from administrators, managers, employees, federal, state, and private agencies. Considerable knowledge of various federal and state payroll laws including Family and Medical Leave Act(FMLA), Fair Labor Standards Act (FLSA) and Affordable Care Act (ACA) regulations, and Board policies for application to appropriate payroll processes. Knowledge of state retirement systems and school district collective bargaining agreements. Excellent analytical, organizational, and problem-solving skills. Strong communication and interpersonal skills with a demonstrated commitment to exemplary customer service. Knowledge of or ability to quickly obtain knowledge and apply the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS). |

Education Training Experience: Bachelor's degree in Business administration, accounting, payroll, etc. Five years or more direct experience with large scale computerized financial, accounting, and payroll systems. Five years or more supervisory experience managing staff payroll processing, providing effective customer service to staff and retirees. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License: None |
