Compliance Specialist, Systemwide Athletics

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists the director of systemwide athletics in the planning, implementation, monitoring and administration of the interscholastic high and middle school athletics programs, to ensure compliance with systemwide processes and expectations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of federal, state and local laws and regulations governing athletics. Knowledge of current research and trends in athletics. Current working knowledge of Microsoft Word, Excel, File Maker Pro and other related software for account management, student and staff information, coach and athletic department compliance, etc. Ability to work effectively with principals, athletics specialists, coaches, community members and organizations to ensure accountability with systemwide processes and expectations. Ability to conduct effective meetings for a wide variety of groups. Ability to manage multiple tasks on short notice with ever changing priorities. Excellent oral and written communication and human relations skills. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or equivalent from an accredited college or university (preference for Masters degree), preferably with course work dealing with organization and management of a comprehensive athletics program. A strong background and experience in athletics. Three years successful experience as an athletics specialist, assistant athletics specialist, coach, or similar athletic leadership position. Completion of the Risk Management for Afterschool Activities and Interscholastic Athletics course offered by the National Center for Sports Spectator Safety and Security (NCS4). Other combinations of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for an advanced professional certificate in secondary education. Completion of the following national certification requirements through the National Interscholastic Athletic Administrators Association (NIAAA): Registered Athletic Administrator (RAA) within first 6 months of hire, Certified Athletic Administrator (CAA) within the first two years of hire, Certified Master Athletic Administrator (CMAA) within the first five years of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job. Must be able to move meeting materials, trophies, sports equipment, etc. to and from different sites on a regular basis.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Evening and weekend work required especially during the preseason and postseason times of each sports season. Restricted use of leave during month of July and part of August.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Promotes the R.A.I.S.E. core values of the MCPS systemwide athletics program.

Assists in monitoring the overall athletics program to ensure compliance with Title IX, ADA, IDEA, etc., state compliance with MPSSAA regulations, MCPS policies and regulations, health and safety initiatives, and the MCPS high school and middle school athletics handbooks.

Promotes equity across the athletics program, to ensure practices and operations that support the core values of equity and access for all students.

Serves as the Title IX liaison for the systemwide Athletics Unit.

Distributes correspondence and other information to keep athletics specialists, coaches and athletic department personnel fully informed of all regulations and standards related to compliance.

Works collaboratively with appropriate central office and school personnel to develop and implement an afterschool safety and supervision plan, consistent with MCPS policies and procedures.

Supports principals and athletics specialists with verification of the certification and compliance of coaches and athletic department personnel, using systemwide programs and procedures, to ensure all staff members meet MCPS requirements.

Stays current in technological advances and research in the field; coordinating training of athletics specialists to maximize compliance with MCPS and MPSSAA rules and regulations.

Manages, supervises, and provides support for the online registration for athletics, including coordination and communication with schools to ensure roster compliance and student-athlete eligibility.

Provides direction and assistance to athletics specialists, coaches, and athletic department personnel in terms of: practices organization and management including adherence to safety standards; coaching skills and techniques; care and storage of equipment and uniforms; and relationships with the media.

Provides guidance to principals and athletics specialists with the selection and evaluation of coaches and athletic department personnel, consistent with MCPS and MPSSAA policies and regulations.

Supports athletics specialists with the development of a comprehensive athletic budget; ensures financial accountability and compliance throughout the school year; assists schools in preparing a detailed yearly financial report for the director of systemwide athletics; and ensures financial compliance for all MCPS and MPSSAA events in regard to ticket accounting procedures.

Assists the director of systemwide athletics with the adjudication of athletic waivers, for students who have received a Change of School Assignment.

Utilizes social media applications, websites, software programs, and technological resources to promote the program and effectively communicate with all stakeholders across the program.

Administers all aspects of the Care and Prevention of Athletic Injury Course (PE 22).

Assists the director of systemwide athletics and the systemwide athletics specialist with the supervision of the certified athletic training program, including management of related technology platforms.

Visits school sites to meet with and support athletics specialists and staff.

Attends and assists with the administration of identified county, regional and state athletic contests.

Serves on a variety of MCPS and MPSSAA committees.

On an annual basis, serves as a co-leader for the high school and middle school athletics summer workshops.

Assists the director of systemwide athletics with conducting countywide meetings for high school athletics specialists, middle school athletic coordinators, high school principals, and coaches.

Works collaboratively with MCPS offices, departments, divisions and units including Technology, Facilities Management, Safety and Security, Compliance, Risk Management, Transportation, Budget and Planning, Internal Audit, and Procurement.

Serves as the liaison between the Athletics Unit and the offices of Human Resources and Development and School Safety and Security.

Monitors compliance for athletic facilities; coordinates the use of athletic facilities by school, other agencies, and community members; assists in preparing appropriate forms to meet the requirements of the Interagency Coordinating Board.

Makes suggestions for the improvement of athletic standards and procedures and provides ongoing updates to the athletics handbooks and procedures, to ensure compliance with all local, state, and national rules and regulations.

Confers regularly with director of systemwide athletics and/or systemwide athletics specialist about matters pertaining to compliance and accountability.

Assists the systemwide athletics unit with the creation of schedules across the interscholastic athletics program.

Performs related duties consistent with the scope and intent of the position.
