Environmental Abatement Supervisor

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises technical environmental inspection and abatement activities. Work of the class involves supervision of technicians performing asbestos and other environmental inspections and control work. The employee is responsible for making environmental site inspections, project planning, supervision of contract abatement work, supervision of technical consultants, and certification that projects comply with all state and federal environmental regulations. Responsibilities also include developing and administering asbestos project budgets and schedules. Meets and coordinates with a variety of internal and external personnel. Assists in the development of other health and safety program policies as assigned. Evaluates, identifies and controls physical, chemical, biological and other occupational health hazards. Assists in the planning, training and supervision of in-house abatement personnel as required. An employee in this class may participate in in-house asbestos removal work. Prepares detailed reports and surveys.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the Asbestos Hazard Emergency Response Act (AHERA). Knowledge of the basic principles of biology, chemistry, mathematics and other scientific disciplines applicable to recognizing, evaluating, preventing, controlling and eliminating environmental health hazards. Working knowledge of the major technical standards, inspection techniques and analytical methods applicable to the investigation of environmental health hazards and the use of sampling and instrumentation/testing equipment. Ability to understand and interpret complex technical standards; identify, diagnose and evaluate environmental health hazards; prepare detailed reports and analyses; maintain effective environmental health practices and programs. Excellent oral and written communication and human relations skills. Skill in using state-of-the art environmental testing equipment. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major in industrial hygiene or environmental science, including at least eight semester hours in chemistry required. . Extensive responsible experience in asbestos identification, inspection and abatement programs, including supervising the work of asbestos abatement contractors, reading blueprints and training personnel. Experience in planning and supervising all phases of asbestos abatement projects, including budget and schedule. Some professional level experience in industrial hygiene or environmental health. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered, and which include a minimum of eight semester hours course work in chemistry and considerable other college course work in a scientific discipline applicable to environmental health.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Class D Maryland driver's license, or equivalent. AHERA Asbestos Inspection/Management Planner certificate and AHERA asbestos Worker/Supervisor certificate are required prior to employment. Candidate must obtain AHERA Asbestos Project Designer within nine months of employment.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to work in dirty, dusty and uncomfortable conditions with considerable physical exertion.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Work schedule may include evenings, weekends, and holiday hours, as required. Ability to promptly respond to critical or emergency work requirements at any time, including nights, weekends and holidays. Use of safety equipment.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. The duty of this position is to plan, develop, organize and implement MCPS Asbestos daily projects. The environmental abatement supervisor shall work with or accompany the environmental abatement technicians on all projects. The employee is responsible for making environmental site inspections, project planning, supervision of contract abatement work, and supervision of technical consultants. The environmental abatement supervisor must verify current certification of all personnel to insure all projects comply with State and Federal environmental regulations.

2. Investigate, diagnose, evaluate, identify and controls all types of environmental and occupational health hazards (physical, chemical, biological, etc.) through the application of established technical standards, operational policies and administrative procedures. Uses a variety of sampling and testing equipment and interprets the results.

3. Management program. Oversees the day-to-day operation of the MCPS Asbestos Management Program.

4. Provides environmental health consultant services. Manages the work of asbestos abatement contractors.

5. Assists the environmental health specialist in carrying out safety and environmental health programs, as assigned.

6. Performs related work as required.

7. Reviews and evaluates written reports and recommendations resulting from surveys and analyses.

8. Assists in the development and implementation of training programs.

9. Meets and coordinates with representatives of staff (labor and management), faculty and students concerning goals,

10. Policies and procedures of the MCPS Asbestos Program and other environmental health matters and programs.

11. Reviews and evaluates written reports and recommendations resulting from surveys and analyses.
