SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, determines language dominance for English language learners referred by Educational Management Teams (EMT) and/or Individualized Educational Program (IEP) teams. Administers educational assessments to English language learners referred by IEP teams due to a suspicion of an educational disability. Conducts bilingual assessments, including collaboration with interpreters to complete bilingual assessments. Writes reports and correspondence summarizing findings and recommendations. Supports the director in serving as a resource to school and central services staff, and families, in unit tasks and responsibilities. Serves as a liaison to the Department of Special Education Services, the Department of Student Services, and the Division of ESOL/Bilingual Programs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization, structure, and policies and regulations related to instruction, collaborative problem solving, special education, translation and English for Speakers of Other Languages (ESOL) services. Knowledge of typical and expected patterns of language development of English language learners, cultural variables impacting language development and achievement, and recognized best practices for assessing students bilingually and with interpreters. Knowledge of school system and community programs and services to support students and families. Demonstrated organization and leadership skills, and outstanding collaborative problem-solving skills. Excellent oral and written communication and human relations skills. Proven technology skills and ability to prepare written correspondence, documents, and reports. Ability to work under deadlines and complete multiple tasks. Preference given to candidates who are fluent in English and a second language. This position requires the knowledge and application of the six performance standards that have been established for the MCPS Teacher Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or master's equivalency from an accredited college or university in special education, guidance, general education, educational administration and supervision, or a related field. At least two years of successful classroom experience as a special education teacher. Experience working with children with varying special instructional needs. Experience administering individual tests of student achievement and writing assessment reports required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Some lifting may be necessary to carry test kits (up to 20 pounds). Some stair climbing may be necessary to access schools/buildings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides core services including consultation and bilingual assessment services. Services include, but are not limited to:
a) conducting observations,
b) collecting data,
c) reviewing student records,
d) conferring with teachers, interpreters, and parents,
e) interviewing students,
f) assessing and determining language dominance,
g) conducting bilingual educational assessments, including assessments with interpreters
h) formulating and sharing instructional recommendations, and
i) conducting professional development activities
These core services are adapted to the particular needs of each student, situation, and setting.

Conducts comprehensive educational assessments (i.e., administration, scoring, and interpretation of formal and informal educational measures).

Writes grammatically correct reports and correspondence.

Fulfills mandates of federal and state law, state and local regulations and procedures, and the expectations of the MCPS Board of Education and school system leadership.

Maintains current knowledge of current federal, state, and local regulations pertaining to special education, and ESOL services.

Assists with collection and analysis of data and the creation of reports.

Consults with parents and guardians, educators, administrators, community members, and colleagues, to address the needs of students.

Provides students and families with information about MCPS and services available through the school system and the community.

Reviews foreign educational reports, IEPs, and transcripts.

Participates as the special educator during Child Find clinics and IEP team meetings for bilingual students and/or English language learners.

Attends meetings and serves on committees/workgroups as assigned.

Supports the development of a professional learning community within the division.

Performs related work as required.
