Construction Supervisor

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises Project Engineer I and II activities. Work of the class is responsible for supervising the inspection or technical review/coordination of construction work for conformance with contracts and county ordinances and to insure that only specified and appropriate materials are used in the structures. The employee provides day-to-day guidance for construction technicians including electrical, mechanical and HVAC; and maintains liaison with contractors, architects, government agencies and others involved in construction projects. Employees in this class normally work independently in the completion of field inspections, making decisions requiring the use of technical judgment and discretion; however, they consult with a superior on the more difficult or unusual cases for decisions. Work is performed under the direction of the Facilities Manager, Construction. Represents MCPS in the field at progress meetings. Prepares correspondence relating to construction projects. Is assigned to the more complex projects as needed. Assists in plans and specifications review with architect prior to bidding.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the materials and methods used in the construction of buildings and related structures; working knowledge of mechanical drawing, general construction surveying, and cost estimating. Ability to read and interpret construction plans, specifications, applicable building codes and regulations, and to recognize deviations from such requirements; ability to detect structural and other faults and to appraise the quality to rate of construction progress of project; ability to be firm and tactful in dealing with contractors, architects, craft workers and the general public; ability to maintain accurate construction records and to prepare complete and concise reports. Ability to effectively lead and supervise construction inspectors. Excellent communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in construction or related field or two or more years of equivalent work experience. Two or more years¿ experience of a responsible nature in the planning and on-site construction of large buildings. Two or more years of experience as a supervisor/lead in building construction desirable. Other combinations of applicable education, training, and experience equivalent to a bachelor¿s degree, which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered and considerable building construction experience.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to complete construction inspection activities. Ability to physically access all elements of a construction site.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel to construction sites on frequent and unscheduled basis. Ability to work overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Studies and becomes familiar with plans and specifications of assigned construction project(s); reviews with, and maintains contact as required with architect, contractor, and various staff personnel on all aspects of the construction job.

Inspects the substratum bearing quality of footings, pouring of concrete, construction, and installation of the various components of the structure, to ascertain whether such work is performed in accordance with the plans and specifications, and is consistent with approved construction practices.

Provides day-to-day supervision and assistance to the construction technicians.

Resolves differences of opinion between owner, architect and contractor on job problems.

Completes daily report describing general status of job, weather, number of workers engaged in the work, specification violations, problems, corrective actions taken, etc.; completes monthly report giving status of the project as a whole.

Ascertains, in conjunction with architect, a fair value of work completed, and advises the division director as to the accuracy of the contractor's requisition for monthly payment, and recommends either acceptance or rejection.

Prepares correspondence relating to construction projects.

Reviews plans and specifications prior to bidding.

Provides direction and advice to contractors regarding construction methods, materials, and work/product acceptance.
