SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under general supervision, trains school bus operator candidates and non-departmental personnel as needed in preparation to obtain the commercial driver’s license permit (CLP) through targeted instruction. Leads and instructs candidates through the process and prepares them to begin the required bus operator training to become school bus operators. Workers provide classroom instruction in general knowledge, air brakes, passenger and school bus testing material. Assist in development of and administering of training curriculum and materials. In addition, provides administrative, clerical, and logistical support for department-wide staff development trainings and coursework. Provides administrative, logistical and clerical support in completion of pre-employment requirements and data collection, and tracking of bus operator candidate progress for the CLP. Evaluate bus operator candidate performance and provide classroom instruction. Under direction, performs varied and responsible office and secretarial work for an administrator and staff at the department level. Position(s) deals with non-routine matters requiring research, investigation or analysis, and knowledge of departmental issues. Employees exercise considerable initiative by anticipating requirements of administrator and staff for information, assembling information for reports coming due, and tracking events or situations to keep administrator and staff informed. Work involves frequent contact with high officials within Montgomery County Public Schools (MCPS) and in other organizations, requiring judgment in arranging meetings and communication matters. The work requires an understanding of system wide, departmental and divisional organization, and their subunits, and of applicable Board polices affecting departmental operations. Skilled operation of word processors and computers is a normal requirement of positions. PHYSICAL DEMANDS: Classroom instruction requires sustained standing/walking in a classroom environment. Sustained sitting may be required when instructing or observing bus operator candidates and other staff. Some instruction may take place in an outdoor environment in all weather conditions. Position typically require sustained operation of keyboard devices. Special Requirements: None
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE SKILLS ABILITIES: Working knowledge of student transportation system and school bus attendant/operator duties and requirements. Skill providing training to school bus operator candidates. Can demonstrate knowledge of requirements for local and state school bus driver and other commercial class vehicle driver licensing and certification and related school personnel and transportation policies and regulations. Skilled in common communication methods, reading, writing, and communicating orally, and understanding and carrying out written and oral instructions. Ability to use office software such as MS Office, Google Suites, virtual teaching platforms, maintenance of databases, web-based applications, and files. Ability to effectively create and facilitate classroom trainings and presentations. Ability to read and follow a road map. Considerable knowledge of business English, spelling, general vocabulary, and arithmetic; considerable knowledge of modern office practices, procedures, and equipment; considerable knowledge of the general organization and functions of the major units of MCPS. Ability to keep complex records, to assemble and organize data and to prepare reports from such records; ability to compose memoranda and letters from general instructions; ability to take rapid and accurate dictation from individuals or at group meetings may be required for some positions; ability to carry out continuing assignments on own initiative. Good human relations skills. Knowledge of or the ability to quickly learn and meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS:  High school diploma or GED required. Three years of satisfactory service as a school bus operator required. Coursework in transportation, management, or other related field desirable. Experience in public speaking and facilitating trainings and presentations in classrooms or other settings. Considerable knowledge in creating and working with instructional materials, utilizing virtual learning settings, and excellent interpersonal skills preferred. Minimum two years’ experience with considerable progressively experience in the secretarial field, preferably supplemented with experience in performing accounts maintenance and related fiscal work, including some experience with MCPS.  Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland State Commercial Class B driver's license (or equivalent) with air brake, passenger, and school bus endorsements. Must complete Behind the Wheel certification within 6 months and required MSDE classroom teaching course. Once obtained, all certifications must be maintained.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office.)•    Conducts classroom instruction, and occasional instruction on school buses for school bus operator candidates and non-departmental personnel seeking a commercial driver’s license permit (CLP).•    Serves as a point-of-contact and resources for candidates and responds to related queries and requests for information, answering inquiries regarding training programs and services, explaining requirements and assisting callers in completing forms or other actions. •    Maintains database of candidates and their progress in obtaining the CLP. This includes practice tests grades and test appointments at MVA.•    Facilitates training classes and presentations; maintains training materials to adhere to local, state, and federal laws and regulations.•    Assists with the development of training curriculum and instructional materials.•    Instructs operators in safe driving techniques, proper equipment usage and maintenance, and school system, local, state, and federal regulations; prepares lesson plans and records data.•    Supports the supervisor (Safety/Training Unit), staff development specialist, and other administrative and supervisory personnel in the preparation of coursework, presentations, trainings (in-person, online, or hybrid), performing various office and secretarial work, and other department-wide functions such as in-service and quarterly meetings.•    Under supervision, researches, obtains and revises curriculum content and related training course materials as needed to support the ongoing staff development and professional growth of Division of Transportation (DOT) employees.•    Provides logistical support such as reserving training rooms, collecting attendance data, and other data points.•    Operates buses and cover bus routes as required.•    Deals with non-routine matters requiring research, investigation or analysis, and knowledge of DOT and Safety, Training, and Staff Development departmental issues. •    Exercises judgment and independent thinking as it relates to anticipating requirements of administrator and staff for information, assembles information for reports coming due, and tracks events or situations to keep administrator and staff informed. •    Performs various office and secretarial work for administrator or staff such as answering telephones, takes messages, screens and routes calls to administrators and staff. •    Attends meetings and takes meeting minutes. •    Sets up and maintains unit files. Researches, compiles, creates and distributes reports to the director and/staff or other stakeholders.•    Prepares written materials from drafts, verbal instructions or on own.•    Initiates actions to keep administrator and staff informed of department and school system operations. Assembles files and data for meetings.•    Follows up on assigned responses, due dates, reviewers and signatures.•    Maintains and controls important and confidential records kept at department level. Maintains administrative manuals and guides; updates with new issuances as they arrive and ensures that office possesses full and complete sets of such items. Researches such materials to locate applicable guides for directors, staff or own use.•    Utilizes full capability of equipment to create style sheets, move or merge text, check spelling, do arithmetic, create mailing lists and form letters; produces charts, graphs and tables to be utilized in training materials. •    Maintains electronic data files of documents following established procedures for creating backup files, purging files, and storing files.•    Performs related work as required.
