Good News, finally!  A full day of school!

IMPORTANT NOTE for our families and community

Snow days are fun for about 24 hours. And after all the “fun” parts of that first snow day subside, things quickly shift to addressing our responsibilities and the hurried preparations for re-opening of schools so that families can address their responsibilities.

Our goal with this recent massive snow and ice event is the same any time we have an interruption to learning - get back to normal as quickly and as safely as possible. We know that this snow and ice event was particularly frustrating and a lot longer than normal weather interruptions. No doubt about it - this one was unique (We all learned a new term: “snowcrete”). With this colossal storm, the disruption to family schedules was significant. We share your frustration with all of this! 

Rest assured, we don’t like to close unless we absolutely have to, especially when we know that make-up days or extending the school year is a possibility. A lot of factors go into the decision to open or close after a weather event. Road conditions - specifically, if buses can fit down certain roads and make turns safely (buses do not operate like cars and yesterday we had more than 50 routes that could not fully complete their runs because of road conditions), school facility conditions - specifically, if the facility is operational (plumbing, electric, etc.) and if parking lots and walkways are mostly passible, sidewalk conditions - around 20% of our students walk to school (and sadly, we have already had a number of pedestrian collisions this year), staff access - your street may look great, but if the school’s staff can’t get there - there is no school, and visibility - can our student drivers, bus drivers, parents, and walkers see the road when conditions are icy and make emergency corrections in the moment?

All of these factors need to be considered and it takes a team effort to mitigate them, especially when the weather is severe. We had heroic support from our building service, general maintenance, transportation, and food service teams to make sure schools could open, buses would be operational, and kids were fed - THANK YOU!  Special thanks to the many hands from you and County partners who worked hard to clear roads and sidewalks - all of this made a huge difference. 
Granted, none of this happened as quickly as any of us would have liked, the hard work got done. Thank you to everyone who picked up a shovel or drove a plow.  And thank you to folks who gave us grace to work through this painfully long weather event (which is still going on). 

Next Time

Though we hope storms like these are not a regular occurrence, hope is not a strategy. There are two significant changes that you can expect from us in the event of a significant weather (like the one we just had), where prolonged closure can be predicted. 
  1. We are developing an extended closure learning plan (that may involve virtual learning), where your children have academic engagement during prolonged closures. This plan will have to meet some state requirements before being approved as a substitution for losing a school day without it counting against our required number of school days/hours.
  2. We are not in a climate that routinely deals with this type of weather event and our reaction to this type of weather event may feel exaggerated at times. Candidly, we are not resourced, nor do we have the equipment to deal with this on a routine basis - we need to change that. We already contract with companies to help us plow school parking lots and bus loops. We know we need to expand our capacity with those we contract with to help us with this work and we need to update our equipment and staff to better handle events like this in the future.
Make-Up Plan

At present, per state law, we need to make up four instructional days. There are two days that we have identified in the calendar that will be changed from non-instructional days to instructional days: March 20th will be a full instructional day. June 18th will be an early release instructional day and the new last day of the school year for students and staff. Other potential make up days are also being considered and some of those days may require additional approvals before being announced - none of those potential days are in February. 
Note: students observing Eid al-Fitr, (March 19, 20) will receive an excused absence.

Like other localities in Maryland, we will be requesting a waiver from the state of some of the missed instructional days. Pending the outcome of that waiver, we will update our Make-Up plan and share that with you as soon as we know. Once finalized, we will update and share the revised school calendar for the remainder of the year.

NOTA IMPORTANTE para nuestras familias y comunidad

Los días de nieve son divertidos durante unas 24 horas. Después de que pasa la parte “divertida” de ese primer día, la realidad cambia rápidamente hacia atender nuestras responsabilidades y las preparaciones apresuradas para la reapertura de las escuelas, de modo que las familias puedan cumplir con las suyas.

Nuestro objetivo durante este reciente y masivo evento de nieve y hielo es el mismo que en cualquier interrupción del aprendizaje: volver a la normalidad lo más rápido y seguro posible. Sabemos que este evento fue particularmente frustrante y mucho más largo que las interrupciones climáticas habituales. Sin duda, fue algo fuera de lo común (todos aprendimos un nuevo término: “snowcrete”). Con esta tormenta colosal, la alteración de los horarios familiares fue significativa. ¡Compartimos su frustración!

Tengan la seguridad de que no nos gusta cerrar las escuelas a menos que sea absolutamente necesario, especialmente cuando sabemos que existe la posibilidad de días de recuperación o de extender el año escolar. Muchos factores influyen en la decisión de abrir o cerrar después de un evento climático:
  • Condiciones de las carreteras: específicamente, si los autobuses pueden circular por ciertas vías y girar con seguridad (los autobuses no operan como los autos; ayer tuvimos más de 50 rutas que no pudieron completarse debido a las condiciones de las vías).
  • Condiciones de las instalaciones escolares: si el edificio está operativo (plomería, electricidad, etc.) y si los estacionamientos y pasillos peatonales están mayormente transitables.
  • Condiciones de las aceras: alrededor del 20% de nuestros estudiantes caminan a la escuela (y lamentablemente ya hemos tenido varias colisiones de peatones este año).
  • Acceso del personal: su calle puede estar en buenas condiciones, pero si el personal de la escuela no puede llegar, no hay clases.
  • Visibilidad: si conductores estudiantes, conductores de autobuses, padres y peatones pueden ver la vía cuando hay hielo y reaccionar ante emergencias.
Todos estos factores deben considerarse y se necesita un esfuerzo en equipo para atenderlos, especialmente con clima severo. Contamos con un apoyo heroico de nuestros equipos de servicios de edificios, mantenimiento general, transporte y servicio de alimentos para garantizar que las escuelas pudieran abrir, los autobuses operar y los estudiantes recibir alimentos — ¡GRACIAS! También agradecemos especialmente a ustedes y a nuestros socios del condado que trabajaron arduamente para despejar calles y aceras; todo esto marcó una gran diferencia.

Aunque nada de esto ocurrió tan rápido como hubiéramos querido, el trabajo se logró. Gracias a todos los que tomaron una pala o condujeron un arado. Y gracias a quienes nos dieron paciencia y comprensión durante este evento climático tan largo (que aún continúa).

La próxima vez
Aunque esperamos que tormentas como esta no sean frecuentes, la esperanza no es una estrategia. Hay dos cambios importantes que pueden esperar de nosotros en caso de un evento climático significativo con cierres prolongados:
  1. Plan de aprendizaje durante cierres extendidos: Estamos desarrollando un plan que podría incluir aprendizaje virtual, para que los estudiantes mantengan participación académica durante cierres prolongados. Este plan deberá cumplir requisitos estatales antes de ser aprobado como sustitución de un día escolar perdido.
  2. Mayor capacidad de respuesta: No vivimos en un clima que enfrente este tipo de eventos con frecuencia, y nuestra respuesta puede parecer exagerada en ocasiones. Francamente, no contamos con los recursos ni el equipo para manejar esto de forma rutinaria — y eso debe cambiar. Ya contratamos compañías para despejar estacionamientos y áreas de autobuses, pero sabemos que debemos ampliar esa capacidad, actualizar nuestro equipo y fortalecer el personal para manejar mejor estos eventos en el futuro.
Plan de recuperación de días

Actualmente, según la ley estatal, debemos recuperar cuatro días de instrucción. Hay dos fechas ya identificadas en el calendario que cambiarán de días no lectivos a días de clase:
  • 20 de marzo: día completo de instrucción.
  • 18 de junio: día de salida temprana y nuevo último día del año escolar para estudiantes y personal.
También se están considerando otros posibles días de recuperación. Algunos requerirán aprobaciones adicionales antes de anunciarse; ninguno de esos días sería en febrero.
Nota: Los estudiantes que observen Eid al-Fitr (19 y 20 de marzo) recibirán una ausencia justificada.

Como otras jurisdicciones de Maryland, solicitaremos una exención al estado por algunos de los días de instrucción perdidos. Según el resultado de esa solicitud, actualizaremos el plan de recuperación y lo compartiremos con ustedes lo antes posible. Una vez finalizado, publicaremos el calendario escolar revisado para el resto del año.
