The Board of Education met on Monday [June 21] and, among other items, approved the appointment of the deputy superintendent and eight other administrators. The Board also approved preliminary plans for Northeast Elementary School #16 and tuition rates for non-resident students. In addition, the Board reviewed an update on Operation Excellence and recognized university partnerships and winners of scholarships from the Asian American Education Association.

Appointments

The Board made the following administrative appointments:

· Dr. Frieda K. Lacey, currently acting deputy superintendent of schools and chief of staff, as deputy superintendent of schools (replacing Dr. Gregory Thornton, who was appointed recently as chief academic officer of the School District of Philadelphia, Pennsylvania).

· James G. Fernandez, currently principal, Julius West Middle School, as principal of Albert Einstein High School.

· Diantha R. Lay, currently principal intern at Diamond Elementary School, as principal of Sligo Creek Elementary School.

· Dr. Debra K. Mugge, currently assistant principal, Springbrook High School, as principal of Argyle Middle School.

· Susan J. Shenk, currently principal intern at Stone Mill Elementary School, as principal of Travilah Elementary School.

· Faith Connolly, currently instructor, University of Maryland, Baltimore County, as coordinator, Applied Research, Department of Shared Accountability.

· Dr. Daniel Curry-Corcoran, currently evaluation specialist, Department of Academic Accountability, as coordinator, Student Assessment, Department of Shared Accountability.

· Scott DeGasperis, currently staff development teacher, Thomas W. Pyle Middle School, as magnet coordinator, Takoma Park Middle School.

· Dr. Peggy Dolet, currently consultant for About Women and Work, Bowie, Maryland, as human resources specialist, Office of Human Resources.

Preliminary Plans for Northeast Elementary School #16

The Board approved preliminary plans for Northeast Elementary School #16 (Brookview).

Tuition for Non-Resident Students

The Board set tuition rates for non-resident students based on the approved operating budget, the cost of debt service, and the current revenue funding for the capital budget. Rates for Fiscal Year 2005 are as follows: half-day kindergarten, $5,524; full-day kindergarten and elementary grades, $11,048; secondary grades, $10,763; and special education, $22,352.

Update on Operation Excellence

The Board discussed an update of responses to recommendations made in reports by Operation Excellence in the areas of facilities management, financial management, technology management, and the Baldrige continuous improvement model. Operation Excellence is a partnership among the business community, county government, and the Montgomery County Public Schools. The group's reports are designed to identify way of making school system business processes optimally efficient and effective.

Recognition of MCPS-University Partnerships

The Board recognized representatives of the university partnerships that provide opportunities for Montgomery County Public Schools staff to further their education and skills.

Asian American Education Association Scholarship Recipients

The Board of Education recognized the winners of three $1,000 scholarships awarded to students who intend to become educators by the Asian American Education Association.
