Board of Education Adopts Policy on Residency, Tuition

The Board of Education met on Tuesday [June 8] and, among other items, approved the FY 2005 Operating Budget and a policy on residency, tuition, and enrollment. The Board tentatively approved a policy on long-range planning and appointed two administrators. In addition, the Board approved preliminary architectural plans for two schools, reviewed findings of an update on the Professional Growth System, discussed a presentation on the community use of public schools, and recognized winners of Leadership Montgomery Youth Awards.

Adoption of the FY 2005 Operating Budget

The Board approved the FY 2005 Operating Budget of $1.6 billion following action by the County Council. The budget included costs and savings associated with the negotiated agreements with each of the employee unions. An amendment approved at the Board meeting would reallocate funds to provide transportation for students to attend meetings of the Montgomery County Region of the Maryland Association of Student Councils.

Tentative Action on Policy AEB - Long-Range Planning

The Board approved for public comment Policy AEB, “Long- Range Planning.” The policy articulates the Board's commitment to a long-range planning process that guides the school system's decision making.

Final Action on Policy JED - Residency, Tuition, and Enrollment

The Board approved Policy JED, “Residency, Tuition, and Enrollment,” following a period of public comment. The policy sets forth objectives regarding the student enrollment process, criteria for determining residency, and circumstances when tuition will be charged.

Appointments

The Board made the following administrative appointments:
· Eric A. Davis, currently principal, Maryvale Elementary School, as principal, Montgomery Village Middle School.

· Matthew A. Tronzano, currently acting associate superintendent, Office of Human Resources, as associate superintendent.

Preliminary Architectural Plans

The Board approved preliminary architectural plans for Clarksburg/Damascus Elementary School #7 and Downcounty Consortium Elementary School #28.

Update on Teacher Professional Growth System Evaluation - Year 3

The Board reviewed the major findings of an evaluation report of the Professional Growth System (PGS) for teachers that indicate substantial positive effects. An independent research team from George Washington University reviewed research to assist in the development of recommendations designed to strengthen the PGS.

Presentation on the Community Use of Schools

The Board heard and discussed a presentation by the Interagency Coordinating Board on ways to maximize the use of school facilities for community use and implications for the long-term impact on these facilities.

Leadership Montgomery Youth Awards

The Board recognized five students honored with the Leadership Montgomery Youth Community Service Leadership Awards and expressed appreciation to Leadership Montgomery and Shulman, Rogers, Gandal, Pordy, and Ecker, P.A. for their leadership in promoting youth leadership in community service.
