Board of Education Receives Update on Student Performance Data for 2016-2017; Makes Administrative Appointments

The Montgomery County Board of Education (Board) met on Monday, July 31, 2017, at Carver Educational Services Center, 850 Hungerford Drive in Rockville. During the meeting, the Board the examined student performance data for the 2016–2017 school year and made several administrative appointments.

A Year in Review: Student Learning

The Board received a presentation on student performance data for the 2016–2017 school year.  The presentation focused on readiness performance data specific to Grades 2, 5, 8, and 11. Readiness is an indication of the performance of Montgomery County Public Schools (MCPS) students using the Evidence of Learning (EOL) framework as they advance  through  the  levels:  primary  to  intermediate,  intermediate  to  middle school,  and  middle school to high school.

In framing the data, the presentation included a discussion of the importance of using multiple measures to determine the success of students, schools, districts, states/territories and nations. Decision makers in education—students, parents, educators, community members and policymakers—all need timely access to information from many sources if they are to make informed judgments about student learning and the success of education programs.

This was the first of three presentations that will be made to the Board regarding student learning.  A more thorough view of the performance data is expected to be presented at the Board’s September 25, 2017, meeting.  The third presentation, expected to be scheduled for winter 2018, will focus on transition performance data for Grades 3, 6, and 9.

Appointments

The Board approved the following administrative appointments:

Robert Reilly, currently financial reporting manager, Frederick County Public Schools, as administrator of financial operations, Office of the Chief Financial Officer

Tracy Y. Winfrey-Edwards, currently principal intern, Luxmanor Elementary School, as supervisor,  Elementary Literacy, Elementary Integrated Curriculum Team, Office of Curriculum and Instructional Programs

Robert Sinclair Jr., currently principal, John Poole Middle School, as principal, James Hubert Blake High School

Kisha N. Logan, currently assistant principal, Col. E. Brooke Lee Middle School, as principal, Montgomery Village Middle School

Joshua H. Munsey, currently acting principal, John L. Gildner Regional Institute for Children and Adolescents, as principal, John L. Gildner Regional Institute for Children and Adolescents

Recognition

The Board approved the following resolution:

·       A resolution recognizing the Montgomery County Public Schools Educational Foundation, Inc. Scholarship Award Recipients

About the Board of Education

The Montgomery County Board of Education is the official educational policymaking body in the county. The Board is responsible for the direction and operation of the public school system. The Board consists of seven county residents elected by voters for a four-year term and a student elected by secondary school students for a one-year term. Board members are elected countywide but run at-large or from the Board district in which they reside.
