2005–2006 School Year

New Policies and Regulations

ACA-RA Human Relations

On July 5, 2005 the superintendent approved the new Regulation ACA-RA, Human Relations. This regulation was developed to implement the revised policy ACA, Human Relations. The regulation delineates responsibilities regarding dispute resolution for the school system.


JEB Early Entrance to Prekindergarten, Kindergarten, and First Grade

On March 14, 2006, the Board approved the adoption of Policy JEB, Early Entrance to Prekindergarten, Kindergarten, and First Grade. This policy provides for a six-week period beyond the admission dates prescribed by state law for consideration for early admission to prekindergarten and kindergarten.


JPC-RA Administration of Medication to Students

On December 6, 2005 the superintendent approved a new Regulation JPC-RA, Administration of Medication to Students. This regulation implements the procedures for the proper administration of medication to students in the school setting.


JPG Wellness: Physical and Nutritional Health

On April 20, 2006, the Board approved the adoption of Policy JPG, Wellness: Physical and Nutritional Health. This new policy sets forth the Board of Education's commitment to create a school culture that promotes and protects children's health, well-being, and ability to learn by supporting healthy eating and physical activity.

Revised Policies and Regulations

ACF-RA Sexual Harassment

On February 22, 2006 the superintendent approved revisions to Regulation ACF-RA, Sexual Harassment. This regulation was revised to update offices and reflect current practice.


BFA Policysetting

On July 27, 2005, the Board approved the revision of Policy BFA, Policysetting. This policy was revised to clarify the definition of policy and differentiate it from other Board legislative actions.


BNB Board Staff Management and Operations

On May 22, 2006, the Board approved the revision of Policy BNB, Board Staff Management and Operations. This policy establishes the framework for the management and operations of Board staff, including but not limited to, hiring, evaluation, and professional development of Board staff.


CFB-RA Public Charter Schools

On April 25, 2006 the superintendent approved revisions to Regulation, CFB-RA, Public Charter Schools. This regulation was revised to update offices and reflect current practice.


COB-RA Reporting a Serious Incident

On February 28, 2006 the superintendent approved revisions to Regulation COB-RA, Reporting a Serious Incident. This regulation was revised to update offices and reflect current practice.


COE-RA Weapons

On February 10, 2006 the superintendent approved revisions to Regulation COE-RA, Weapons. This regulation was revised to update offices, include new definitions, and reflect current practice.


COG-RA Portable Communication Devices

On December 22, 2005 the superintendent approved revisions to Regulation COG-RA, Portable Communication Devices. This regulation was revised to update offices and reflect current practice.


DIA-RA Accounting for Financial Operations/Independent Activity Funds

On June 20, 2006 the superintendent approved revisions to Regulation DIA-RA, Accounting for Financial Operations/Independent Activity Funds. This regulation was revised to update offices.


FEA-RA Change Order for Construction Contracts

  On February 3, 2006 the superintendent approved revisions to Regulation FEA-RA, Change Order for Construction Contracts. This regulation was revised to reflect current practice.


FFA-RA Naming Schools

On November 17, 2005 the superintendent approved revisions to Regulation FFA-RA, Naming Schools. A minor change was made due to the request from a Board member.


GBA-RA Equal Employment Opportunity

On March 6, 2006 the superintendent approved revisions to Regulation GBA-RA, Equal Employment Opportunity. This regulation was revised to update offices and reflect current practice.


GBE-RA Employee Recognition

On June 5, 2006 the superintendent approved revisions to Regulation GBE-RA, Employee Recognition. This regulation was revised to update title, offices and reflect current practice.


GCB-RA Reporting and Handling Fraudulent Actions by MCPS Employees, Agents, or Contractors

On May 4, 2006 the superintendent approved revisions to Regulation GCB-RA, Reporting and Handling Fraudulent Actions by MCPS Employees, Agents, or Contractors. This regulation was revised to update offices and reflect current practice.


GDA-RA Physical Examinations for Positions Requiring Commercial Driver's License

On March 8, 2006 the superintendent approved revisions to Regulation GDA-RA, Physical Examinations for Positions Requiring Commercial Driver's License. This regulation was revised to update the title, offices and reflect current practice.


GEB-RA Recruitment, Employment, and Assignment of Certificated Teachers and Other Professional Personnel (Salary Schedule A Through D)

On May 24, 2006 the superintendent approved revisions to Regulation GEB-RA, Recruitment, Employment, and Assignment of Certificated Teachers and Other Professional Personnel (Salary Schedule A Through D). This regulation was revised to update offices and reflect current practice.


GEE-RA Classification of Certificates

On September 1, 2005 the superintendent approved revisions to Regulation GEE-RA, Classification of Certificates. This regulation was revised to update offices and reflect current practice.


GFB-RB Transfer or Reassignment of Teachers (Salary Schedule A through D)

GHA-RA Maintenance of the Position Classification Plan

On June 7, 2006 the superintendent approved revisions to Regulation GHA-RA, Maintenance of the Position Classification Plan. This regulation was revised to add new definitions, update offices and reflect current practice.


GJA-RA Supporting Services Professional Growth System (SSPGS)

On June 7, 2006 the superintendent approved revisions to Regulation GJA-RA, Supporting Services Professional Growth System (SSPGS). This regulation was revised to update offices and reflect current practice.


GJA-RB Permanent Status of Supporting Services Employees

On May 18, 2006 the superintendent approved revisions to Regulation GJA-RB, Permanent Status of Supporting Services Employees. This regulation was revised to update offices and reflect current practice.


GJB-RB Tenure of Teachers

On December 22, 2005 the superintendent approved revisions to Regulation GJB-RB, Tenure of Teachers. This regulation was revised to reflect current practice.

On September 20, 2005 the superintendent approved revisions to Regulation IFA-RA, Curriculum. This regulation was revised to conform to Board of Education direction.


IGP-RA Implementation of Programs on Family Life and Human Development

On September 20, 2005 the superintendent approved revisions to Regulation IGP-RA, Implementation of Programs on Family Life and Human Development. This regulation was revised to conform to Board of Education direction.


IIB-RA Evaluation and Selection of Instructional Materials and Library Books

On September 20, 2005 the superintendent approved revisions to Regulation IIB-RA, Evaluation and Selection of Instructional Materials and Library Books. This regulation was revised to conform to Board of Education direction.


IJA-RA School Counseling Programs and Services

On November 8, 2005 the superintendent approved revisions to Regulation IJA-RA, School Counseling Programs and Services. This regulation was revised to update offices and to implement Policy IJA, School Counseling Programs and Services.


IQD Academic Eligibility for Extracurricular Activities

On February 14, 2006, the Board approved the revision of Policy IQD, Academic Eligibility for Extracurricular Activities. This policy sets forth the academic eligibility standards for middle and high school participation in some extracurricular activities.


IQD-RA Academic Eligibility for High School Students Who Participate in Extracurricular Activities

On June 20, 2006 the superintendent approved revisions to Regulation IQD-RA, Academic Eligibility for High School Students Who Participate in Extracurricular Activities. This regulation was revised to update offices and reflect current practice.


IQD-RB Academic Eligibility for Middle School Students Who Participate in Extracurricular Activities

On June 21, 2006 the superintendent approved revisions to Regulation IQD-RB, Academic Eligibility for Middle School Students Who Participate in Extracurricular Activities. This regulation was revised to update offices and reflect current practice.


JEA-RA Student Attendance

On November 3, 2005 the superintendent approved revisions to Regulation JEA-RA, Student Attendance. This regulation was revised to comply with state law and to reflect current practice.


JEB-RB Early Entrance to Prekindergarten, Kindergarten, and First Grade

On May 2, 2006 the superintendent approved revisions to Regulation JEB-RB, Early Entrance to Prekindergarten, Kindergarten, and First Grade. This regulation was revised to implement the newly revised policy JEB, Early Entrance to Prekindergarten, Kindergarten, and First Grade.


JFA-RA Student Rights and Responsibilities

On January 25, 2006 the superintendent approved revisions to Regulation JFA-RA, Student Rights and Responsibilities. This regulation was revised to update offices, include new definitions, and reflect current practice.


JGA-RB Suspension or Expulsion or an MCPS Student

On February 28, 2006 the superintendent approved revisions to Regulation JGA-RB, Suspension or Expulsion or an MCPS Student. This regulation was revised to update offices and reflect current practice.


JGB-RA Search and Seizure

On December 22, 2005 the superintendent approved revisions to Regulation JGB-RA, Search and Seizure. This regulation was revised to update offices and reflect current practice.


JPB-RB Head Lice (Pediculosis Capitis)

On June 22, 2006 the superintendent approved revisions to Regulation JPB-RB, Head Lice (Pediculosis Capitis). This regulation was revised to reflect current practice.


KGA-RA Community Use of Public Schools

  On February 3, 2006 the superintendent approved revisions to Regulation KGA-RA, Community Use of Public Schools. This regulation was revised to reflect current practice.

Rescinded Policies and Regulations

BNA Ombudsman to the Board of Education

On May 22, 2006, the board approved the rescission of Policy BNA, Ombudsman to the Board of Education. The duties of the ombudsman have been incorporated into Policy BNB, Board Staff Management and Operations.


GDA-EA School Vehicle Driver Qualifications (State Regulation)

Exhibit GDA-EA, School Vehicle Driver Qualifications (State Regulation), has been removed because the state law is now outdated.


GDA-EB TB Tests (State Law)

Exhibit GDA-EB, TB Tests (State Law), has been removed because the state law is now outdated.


GDB-EA Protection of Employees (State law)

ICA-RA Length of School Year

On August 4, 2005, the superintendent approved the rescission of Regulation ICA-RA, Length of School Year. The information contained in the regulation is no longer necessary.


IOG-RA Referral of an MCPS Pupil to Special Services

On April 12, 2006, the superintendent approved the rescission of Regulation IOG-RA, Referral of an MCPS Pupil to Special Services. The regulation is no longer valid. Referrals to the Department of Student Services are no longer required because DSS staff serve on school problem-solving teams where strategies and interventions are developed. They are directly involved in decision-making and can support school staff as they implement and monitor strategies and interventions.
