At its July 16 meeting, the Montgomery County Board of Education received an initial look at the upcoming Elementary and Middle School Boundary Study, and approved a comprehensive review of K–8 student screen time and digital device use. The meeting also highlighted the incredible achievements of the MCPS community, from national recognition at the Scripps National Spelling Bee to award-winning work showcasing the talent and creativity of our students and staff.

Board Calls for K–8 Student Screen Time Review

The Board approved a resolution directing MCPS to conduct a comprehensive review of student screen time and digital device use in elementary and middle schools.

The review will examine how much time students spend on school-issued devices during the school day, distinguish between instructional and non-instructional use, evaluate opportunities to reduce unnecessary screen time, and assess the effectiveness of content filters that help protect students from inappropriate online material.

The report, which will be presented to the Board by March 2027, will also include recommendations for age-appropriate screen time guidance and outline the potential costs and impacts of any proposed changes.

Looking Ahead: Elementary and Middle School Boundary Study

MCPS presented the Board with a look at the upcoming Elementary and Middle School Boundary Study, outlining the planning process that will help guide future decisions on consolidations, school closures and school boundaries.

The presentation provided an overview of the proposed timeline, decision-making framework, and data that will inform future recommendations, including but not limited to, enrollment trends, school capacity, facility conditions, and student access. MCPS also shared how community input will be incorporated throughout the process, with opportunities for families, students, staff, and community members to participate through public meetings, information sessions, and feedback opportunities.

No boundary changes or school consolidations were proposed at this meeting. This presentation marked the beginning of a longer conversation about how MCPS can plan for the future while ensuring schools continue to provide high-quality learning experiences for students. Any recommendations will be developed through a transparent, data-informed process with extensive community engagement, and any approved changes would not be implemented until the 2029–2030 school year.

Board Handbook Review Update

The Board reviews its handbook annually to ensure its policies, procedures, and meeting practices remain current and continue to support transparency, effective governance, and meaningful public engagement.

The review of the proposed Board Handbook updates for the 2026–2027 school year has been postponed. The current Board Handbook remains in effect while the proposed revisions are under review. Once the review is complete, the proposed updates will be presented to the Board for consideration and approval.

 

Celebrations and Recognitions

Robert Frost Student Earns National Recognition at Scripps Spelling Bee

Board member Natalie Zimmerman celebrated a remarkable achievement for MCPS: Lauren Merillana, a student at Robert Frost Middle School, earned a top 10 finish in the 2026 Scripps National Spelling Bee semifinals. Standing out among millions of competitors nationwide, Lauren was Montgomery County’s sole representative in the competition, showcasing the dedication, talent, and academic excellence of our students on a national stage.

The Board congratulated Lauren and her family on this outstanding accomplishment and recognized Dr. Joey Jones, principal of Robert Frost Middle School, for his leadership in supporting student success and fostering excellence.

MCPS Production Earns Capital Emmy Award Recognition

Board President Grace Rivera-Oven recognized the Emmy Award-winning team behind “Unleashing Potential – Future Ready,” which received the 2026 Capital Emmy Award for Short Form Content in Education and Schools.

The Board commended video producer Bryan Babcock, musical directors Avi Silber, Jennifer Berry, and Kang Ewimbi, and Northwest High School Principal Scott Smith for their collaboration on this inspiring production. The Board also recognized the student performers whose creativity and dedication brought the project to life, including Abby, Adam, Afia, Alexis, Amy, Camryn, D’mari, Dasha, Desiree, Emely, Iysiah, Isaac, Kelsey, Liam, Pierre, Rohan, Roxane, Shiloh, and Syra. 

The award-winning production highlights the incredible talent of MCPS students and educators while showcasing the power of collaboration, creativity, and student voice.
